221

m. Adoption of Resolution No. 89-333, approving the
consultant agreement with Ensco Environmental Services,
Inc. and Berlogar Geotechnical Consultants for
environmental and soils investigation for the Senior
Center (old Corporation Yard) and appropriating $40,000
from the General Fund.

n. Adoption of Resolution No. 89-334, accepting the
proposal of Alfred Fowler regarding IRS Code Section 89
compliance.

o. Removed from Agenda.

p. Adoption of Resolution No. 89-335, authorizing the
Director of Public Works and Utilities to sign Right-of-
Way Certification for the 1-680 soundwall.

The roll call vote was as follows:
AYES: Councilmembers Brandes, Butler, Mohr, Tarver, and Mayor
Mercer
NOES: None
ABSENT: None
ABSTAIN: None

5. MEETING OPEN TO THE PUBLIC
Mr. Rick Aguilar, 7736 Flagstone Drive, Chairman of the
Affordable Housing Committee and the Citizens Committee on
Affordable Housing at Pleasanton, presented some suggestions from
the Committee for consideration by the task force for affordable
housing at its meeting next week. The Committee strongly
recommended that the 14-acre site which once served as the City's
old Corporation Yard be set aside for affordable housing to be
developed by a non-profit developer of the Council's choice. It
would be designated primarily for very low, low, and moderate
income single parents, city employees, first-time homebuyers, and
handicapped and would have both rental and purchase units at a
two-thirds to one-third ratio. Those renting units would have
first priority to purchase any units up for resale, which may not
be resold at market value. The design, density, and style of
architecture would be similar to those of Ridge View Commons.

Mr. Brandes commented that while the Committee's suggestions
are matters to be strongly considered, it would be premature to
make a commitment on that property at this time. He added that he
would like to see the task force meet first and come back with
additional information before any decisions were made.

Mr. Mercer agreed with Mr. Brandes' comment and stated that
the task force would bring back recommendations which would answer
a lot of questions and concerns. He assured Mr. Aguilar that no
decisions regarding the property's designation would be made
until then.

-3-
8-1-89
