201 <br /> <br /> It was moved by Mr. Brandes, and seconded by Mr. Butler, that <br />Resolution No. 89-336 be adopted, approving the application of <br />Pleasanton Unified School District for the proposed annexation to <br />the City of Pleasanton of approximately 125 acres located east of <br />Sunol Boulevard and north of Sycamore Road, including a Specific <br />Plan Committee to be set up and appointed by Mr. Mercer and open <br />to the public. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Tarver, and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: Councilmember Mohr <br /> <br /> Mr. Mercer then appointed Mr. Brandes and himself as the two <br />City Council liaison members of the Committee and explained to the <br />audience that anyone interested in working on the Committee or <br />being noticed of its meetings should notify either Mr. Brandes or <br />himself or give their names to Mr. Swift of the Planning <br />Department. He added that the Committee would start by asking <br />Land Planning Consultants to take them through the process of how <br />the conclusions were reached. <br /> <br />7. SPECIAL AND INFORMATION REPORTS <br />Item 7a <br />Minutes from Staff Traffic Committee Meeting of July 6, 1989 <br /> Mr. Elliott presented his report (IR 89:55) regarding the <br />matter. <br /> <br /> Mr. Butler asked the staff what the general authority was for <br />construction-related traffic control, specifically when there is a <br />job that affects traffic, and there are traffic control people put <br />on the job site. He inquired if their authority came through the <br />City and if the City reviewed their plans. <br /> <br /> Mr. Elliott answered that the City reviewed their plans and <br />gave them authority. He gave the example of the Cross-Town Sewer <br />Project, where traffic direction was given by the contractors. <br />The City was aware of their plans and approved them. He added <br />that, generally, the Police Department is also involved. <br /> <br /> Mr. Butler inquired if problems that arose from the situation <br />would be taken to the Police or Engineering Department. <br /> <br /> Mr. Elliott replied that problems could be taken to either <br />Department, whichever was closest. <br /> <br /> Regarding Item A of New Business, Mr. Brandes stated that he <br />was referring to the westbound, not eastbound, traffic on Valley <br />Avenue, and requested the staff to look into that. <br /> <br /> -13 - <br /> 8-1-89 <br /> <br /> <br />
