Mr. Mercer stated that the City is proud of the Chamber of <br /> Commerce and thanked Ms. Mayhew for everything the Chamber of <br /> Commerce has done for the City. <br /> <br /> 6. PUBLIC HEARINGS <br /> Item 6a <br /> Approval of In-Lieu Parkinq Agreement with James and Jo Betty <br /> Allen for a Development at 480 St. John Street <br /> <br /> The City Attorney presented a report (SR 89:513) regarding <br /> the matter. <br /> <br /> Mr. Mercer declared the public hearing open on the <br /> application. <br /> <br /> Dr. Howard Long, 363 St. Marys Street, stated that he owns <br /> property adjacent to the applicants' property and inquired if the <br /> In-Lieu Agreement would supply more or less parking to the <br /> applicant and the surrounding businesses. <br /> <br /> Mr. Mercer explained that the In-Lieu Agreement would provide <br /> less spaces, but the applicants would pay the City the amount <br /> equivalent to the cost of building those spaces at the time the <br /> parking spaces are required. <br /> <br /> Dr. Long mentioned that the Downtown Redevelopment Plan once <br /> considered having a parking structure at a site which would <br /> include part of property where he has had his medical office for <br /> the past 30 years. He inquired what impact, if any, the present <br /> application would have on the proposed parking structure. <br /> <br /> Mr. Mercer answered that the parking structure was taken out <br />of the Downtown Redevelopment Plan and that the Plan failed in the <br />ballot of June 1989. The City has the Downtown Specific Plan, but <br />this Plan does not include the parking structure either. <br /> <br /> There being no further testimony, Mr. Mercer declared the <br />public hearing closed. <br /> <br /> It was moved by Mr. Brandes, and seconded by Ms. Mohr, that <br />Resolution No. 89-520 be adopted, approving the In-Lieu Parking <br />Agreement with James and Jo Betty Allen for a development at 480 <br />St. John Street. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Tarver and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> -5- <br /> 12-12 -89 <br /> <br /> <br />
