MEETING OPEN TO THE PUBLIC <br /> <br /> Mr. Ben.Fernandez, 4330 Fairlands Drive, and Ms. Carol <br />Lapham, on behalf of the "Friends of Jim Walker", presented Mr. <br />Walker with a present and $1,700 for Mrs. Walker's project, a <br />scholarship program at Amador High School. <br /> <br /> Mr. Howard Mendenhall, 3974 Mt. Rainier Court, pointed out <br />that the construction of the soundwall on east side of 1-680 was <br />supposed to have been completed before the third lane on 1-680 was <br />opened. The lane has been opened, and Item 4g on the Agenda <br />indicates that the plans for the soundwalls are just being <br />approved. He wanted to know why the project has been delayed. <br /> <br /> Mr. Elliott explained that the soundwall is a State project, <br />to be financed by the State. He indicated that Caltrans has <br />informed him that the financing would be voted on by the <br />California Transportation Committee (CTC) within the week. The <br />City took on the design to expedite it and has requested Council <br />approval for Item 4g, pending CTC fund allocation. <br /> <br /> Mr. Stanley Rathbone, 325 Ray Street, referred to an article <br />in the newspaper about plans to build about 3,000 homes on the San <br />Francisco Water Department property. He expressed concern about <br />where the water supply for these new homes would be coming from. <br /> <br /> Ms. Judy Mayhew, 610 Main Street, stated that this would be <br />the last City Council meeting during her term as president of the <br />Pleasanton Chamber of Commerce.
