9. CITY COUNCIL COMMITTEE REPORTS Item 9a Art in Public Places Mr. Swift presented his report (IR 89:87) regarding the matter. Mr. Butler commended the Pleasanton Cultural Arts Council (PCAC) for a well-balanced report and stated that he supports its recommendations. He commented, however, that with regard to siting priority, he would like to see the Civic Center as the highest rather than last priority. Mr. Tarver stated that the direction being taken is good, but expressed some concern that the source of funding for public art may not be sufficient to promote it at the level Council would want it to be. Mr. Butler commented that the City would not need a Commission for public arts but that he would like to see a City Committee rather than just PCAC working on this. Mr. Brandes added that the Mayor should appoint a Councilmember as liaison to the Committee so that Council may be aware of developments. It was moved by Mr. Butler, and seconded by Mr. Brandes, that Resolution No. 89-527 be adopted, approving the recommendations presented in the staff report, that a City Committee be formed composed of five members, one of whom would be a PCAC member, but that the specific funding decision be put off until budget time for the next fiscal year. The roll call vote was as follows: AYES: Councilmembers Brandes, Butler, Mohr, Tarver and Mayor Mercer NOES: None ABSENT: None ABSTAIN: None Item 9b Reports of the Downtown Revitalization Committee Ms. Mohr presented the reports of the Committee. She indicated that there were some issues that not everyone agreed on, which explains the Minority Report. Mr. Stanley Rathbone stated that he recommended the Committee's report.
