475 <br /> <br /> Mr. Mercer replied that although the property is currently <br />under the County, the City of Pleasanton provides these services <br />under a mutual aid agreement with the County and no money is <br />received for the services rendered. However, if the property is <br />brought into the City, the City would collect taxes and would be <br />paid for the same levels of protection that it is providing now. <br /> <br /> Mr. Tim Voss, owner of a property adjacent to the Currin <br />property, inquired which areas are being zoned to what densities. <br /> <br /> Mr. Swift answered that the l0 acres east of Foothill Road <br />would be prezoned Agricultural; the 91 acres west of Foothill Road <br />would be prezoned PUD - Rural/Low Density Residential; and the 250 <br />acres owned by the East Bay Regional Park District (EBRPD) would <br />be prezoned Public/Institutional. <br /> <br /> There being no further testimony, Mr. Mercer declared the <br />public hearing closed. <br /> <br /> Mr. Brandes expressed concern about the geological condition <br />of the area. He asked staff at what stage a directed EIR on <br />geology should be done if the City wanted to have one. <br /> <br /> Mr. Swift replied that an EIR was done for the General Plan, <br />which looked at this property in detail and designated this area <br />for development at the Rural/Low Density level. In addition, the <br />staff has prepared a notice of preparation for doing a full EIR, <br />not just a directed EIR on geology, for the project, which will go <br />through the regular process where the public and all interested <br />agencies can present their views. A geological report has been <br />forwarded to an independent geologist for review to see if <br />additional geological work would be necessary for this process. <br /> <br /> It was moved by Mr. Brandes, and seconded by Mr. Tarver, that <br />Resolution No. 89-464 be adopted, based on a review of an initial <br />environmental study done for this project and on a finding that no <br />significant environmental impact would occur as outlined in the <br />City's guidelines and on a further finding that a negative <br />declaration is appropriate in connection with RZ-89-10, the <br />application of the City of Pleasanton to prezone an approximately <br />351 acre site located southwest of Castlewood Country Club and <br />generally west of Foothill Road to the PUD (Planned Unit <br />Development) - Low Density/Rural Density Residential, "A" <br />(Agricultural) District and "P" (Public and Institutional) <br />Districts, or to any other zoning districts consistent with the <br />General Plan. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Tarver and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> -6- <br /> 11-7-89 <br /> <br /> <br />
