479 <br /> <br />She concurred with Ms. Di Dio's request that Council take an <br />emergency measure on the matter. <br /> <br /> Mr. Butler indicated that he personally supports the <br />speakers' request. He recommended, however, that should the <br />Council decide to get involved, it should not deal with the <br />technical merits of the case but limit its consideration to <br />supporting the EPA's finding that the Laboratory has not given the <br />EPA enough information for a permit to be issued at this time. <br /> <br /> Mr. Tarver commented that the EPA's process is a good one and <br />was concerned about how the EPA could get the information it needs <br />to make a determination. <br /> <br /> It was moved by Mr. Butler, and seconded by Mr. Brandes, <br />that Resolution No. 89-462 be adopted, adding to the Agenda the <br />consideration of the issue regarding the Lawrence Livermore <br />Laboratory incinerator, based on the fact that the EPA response <br />time does not extend beyond the next City Council meeting. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Tarver and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Mr. Mercer commented that he thinks the people at the <br />Laboratory would like to do more but they are restricted by the <br />limit on funds coming from the Department of Energy. <br /> <br /> It was moved by Mr. Butler, and seconded by Mr. Brandes, that <br />Resolution No. 89-463 be adopted, supporting the EPA <br />administrative process requesting information from Lawrence <br />Livermore Laboratory. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Tarver and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Discussion on the Downtown Revitalization Committee <br /> <br /> Mr. Stanley Rathbone stated that he understood that the <br />Downtown Specific Plan and its financing were turned down at the <br />June ballot. He commented that setting up the Revitalization <br />Committee is a betrayal of the people's decision. <br /> <br /> Mr. Mercer clarified that the June ballot did not turn down <br />the Specific Plan or its financing. He explained that the City <br />went through a process trying to identify what capital <br />improvements were necessary downtown and put it together in the <br />Downtown Specific Plan. The City went on to consider the funding <br />mechanisms to finance this $25 Million capital improvement, and <br /> <br /> -4- <br /> 11-7-89 <br /> <br /> <br />
