MEETING OPEN TO THE PUBLIC <br /> <br />Discussion on the Lawrence Livermore Laboratory Incinerator <br /> <br /> Ms. Laura Lee Di Dio, a Pleasanton resident, stated that the <br />existing incinerator at Lawrence Livermore Laboratory poses a <br />threat to residents of the Valley because it has no air pollution <br />equipment and does not remove 99.99% of the hazardous and <br />radioactive waste it burns before the emissions enter the air. <br />Furthermore, the Laboratory's principal storage area for hazardous <br />waste has no adequate containment. A final public hearing on the <br />matter is scheduled for the 16th of November, with the comment <br />period ending on the 17th. She requested Council to pass a <br />resolution or consider an emergency measure, in view of the time <br />constraint, supporting the intent of the Environmental Protection <br />Agency (EPA) to deny the Laboratory the permit to continue <br />operation. <br /> <br /> Mr. Brandes asked Ms. Di Dio if the EPA could shut down the <br />Laboratory if EPA denies the permit. <br /> <br /> Ms. Di Dio answered that it was her understanding that the <br />EPA could close down the incinerator until an appeal is heard and <br />decided upon. <br /> <br /> Mr. Butler clarified that the State is the permitting <br />authority, which would allow operation only if the EPA approved <br />the permit. <br /> <br /> Ms. Joanne Frashe, a resident of Sunol, also expressed <br />concern about the waste handling facility and incinerator at the <br />Lawrence Livermore Laboratory, which has been burning waste on an <br />interim permit for the past ten years without any kind of filter. <br /> <br /> -3- <br /> 11-7-89 <br /> <br /> <br />
