379 <br /> <br /> Mr. Butler commented that it would be highly inappropriate at <br />this point to remove the Staples Ranch property from the Specific <br />Plan, but that it is possible to consider other uses for the <br />property in the future. <br /> <br /> Mr. Mercer stated that the Council could approve the Specific <br />Plan and the EIR now; a meeting could then be set with the County <br />as owners of Staples Ranch, to discuss other possible uses, after <br />which the Council could take it up again. <br /> <br /> Mr. Butler recommended that the Council review the changes in <br />the Specific Plan and how they relate to the EIR. If the EIR is <br />in compliance with the California Environmental Quality Act <br />(CEQA), the Council could make the necessary findings and adopt <br />the EIR with the mitigation measures proposed therein. <br /> <br /> Ms. Mohr inquired if that would include adopting the CEQA <br />findings and certifying the EIR. <br /> <br /> Mr. Butler said yes. <br /> <br /> Mr. Brandes stated that he was not opposed to the Specific <br />Plan; however, there would be unavoidable adverse impacts that are <br />possible in the area if six lanes went through it. He added that <br />he did not believe that some impacts could be reduced to <br />insignificant levels. <br /> <br /> Mr. Butler indicated that he had voted against the Specific <br />Plan at the last meeting because he objected to having the Staples <br />Ranch Road for emergency access only. However, at this point, he <br />did not want to see the Specific Plan killed. <br /> <br /> It was moved by Mr. Butler, and seconded by Ms. Mohr, that <br />Resolution No. 89-424 be adopted, approving the Environmental <br />Impact Report for a 293-acre site located south of 1-580, west of <br />E1 Charro Road, north of Trenery Drive, and east of the Gatewood <br />Apartments, subject to the recommendations set forth by Mr. <br />Butler. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Tarver and Mayor Mercer <br />NOES: Councilmember Brandes <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> -10- <br /> 10-3-89 <br /> <br /> <br />
