192

Ms. Marian Britbart, Alameda County Administrator's Office,
stated that the County intends to annex the entire site. She
added that this would only be a matter of timing because there are
so many unknown factors about the development, including funding
and the solution to E1 Charro Road.

Ms. Mohr commented that since anything planned for the
property would go through the City of Pleasanton, it would seem
expeditious to get the process of annexation completed to avoid
any delays in what would subsequently be done.

Ms. Britbart stated that the County intends to negotiate with
the City on a split of property taxes and with other developers
regarding funding the balance of the infrastructure. It will also
seek support from the City of Livemore.

There being no further testimony, Mr. Mercer declared the
public hearing closed.

It was moved by Mr. Brandes, and seconded by Ms. Mohr, to
adopt Resolution No. 90-81, approving the application by the City
of Pleasanton requesting the Local Agency Formation Commission
(LAFCO) to take proceedings for the proposed Annexation No. 137
(Staples Ranch, County of Alameda - 27.5 acres), pursuant to the
Cortese-Knox Local Government Reorganization Act of 1985; and
Resolution No. 90-82, agreeing to the exchange of property tax
revenues for Annexation No. 137 (Staples Ranch, County of Alameda
- 27.5 acres).
The roll call vote was as follows:
AYES: Councilmembers Brandes, Butler, Mohr, Tarver and Mayor
Mercer
NOES: None
ABSENT: None
ABSTAIN: None

7. SPECIAL AND INFORMATION REPORTS
Item 7a
Actions Taken by the Zoning Administrator, Design Review Board and
Planninq Commission at Their Meetings of April 10, 1990,
April 11, 1990 and April 12, 1990

Mr. Swift presented his report (IR 90:37) regarding the
matter.

Mr. Brandes inquired if PUD-80-16-5d, PacTel Properties would
automatically come to Council for design review approval, and if
so, when that would be.

Mr. Swift replied that staff is trying to consolidate all
PacTel applications and would probably bring these to Council at
the second meeting in May

- 6 -
4-17-90
