207 <br /> <br /> It was moved by Mr. Brandes, and seconded by Ms. Mohr, to <br />approve AP-90-2/PUD-89-22, the application of Bren Company for PUD <br />rezoning and development plan approval for a ll2-unit single- <br />family residential complex located on a 13.7 acre site at the <br />northeast corner of Santa Rita Road and Stoneridge Drive, as set <br />forth in the Staff Report with the additional condition that the <br />project be subject to a minimum of six lots which would be limited <br />to one-story, to be decided upon by City staff. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes and Mohr <br />NOES: Councilmembers Butler, Tarver and Mayor Mercer <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> The motion failed. <br /> <br /> Mr. Mercer stated that taking out specific lots for single- <br />story units is poor planning. He pointed out that the project has <br />gone through the DRB, which made substantial changes to it. The <br />applicant redesigned the project and added landscaping before <br />coming before the Planning Commission, which also recommended <br />changes. He said that Bren has done all it possibly can and that <br />he does not believe that changing six two-story units to one-story <br />will make the project better. <br /> <br /> Mr. Brandes concurred with Mr. Mercer. He stated that the <br />project has done what the City has asked it to do, and six one- <br />story units will not enhance it. He pointed out that very few <br />projects have a strong support from adjacent homeowners and that <br />the area has absorbed a tremendous amount of high density in the <br />community. <br /> <br /> Mr. Mercer stated that he could not understand the concept of <br />how taking six lots to be single-story and surrounding them with <br />two-story houses would make the project more open. <br /> <br /> Ms. Mohr explained that she is trying to create a perspective <br />for the entire subdivision that would give it a little bit more <br />sense of space for those who pass by as well as for those who come <br />in and those who live in the project. She said that density was <br />not the issue and that she was willing to accept the project and <br />do some minor modifications to make it more desirable. She added <br />that putting one-story units on all the corners would not defeat <br />the viability of the project and that she would like to find some <br />compromise. <br /> <br /> Mr. Brandes stated that Ms. Mohr's initial recommendations on <br />landscaping and turn-arounds in relation to Stoneridge Drive have <br />been considered by the developer, and changes have been made <br />accordingly. <br /> <br /> - 21 - <br /> 4-17-90 <br /> <br /> <br />
