203 <br /> <br /> Ms. Stillman commented that the Ruby Hills project has not <br />been approved and that the members of the County Board of <br />Supervisors she has talked to have some reservations about that. <br />She stated that Ruby Hills should not be considered a project <br />since no decision has been made about it. <br /> <br /> Mr. Brandes indicated that Ruby Hills was just used as an <br />example and that the County has some projects that have been <br />undesirable to local communities. <br /> <br /> Ms. Stillman pointed out that it is wonderful to drive on the <br />County's portion of Foothill Road, which has two lanes until the <br />part where it has been annexed to Pleasanton. She asked Mr. <br />Mercer if there would be no conflict on interest since he is the <br />LAFCO Chairman, and he has expressed his intent to annex the <br />Ridgelands. <br /> <br /> Mr. Mercer stated that all LAFCO members, with the exception <br />of one, are elected officials representing cities from throughout <br />the County. It has been determined that it is not a conflict of <br />interest to vote. LAFCO decisions go to the Board of Supervisors <br />and then go back to the City Councils concerned. <br /> <br /> Ms. Stillman inquired if an alternate can vote in his place <br />on matter~ pertaining to jurisdictions where he is the Mayor. <br /> <br /> Mr. Mercer said no. <br /> <br /> Mr. Joe Rose, a Pleasanton resident for many years, indicated <br />that he participated some years back in a citizens' committee <br />which had a lot of public participation and whose recommendations <br />were accepted by the public officials. <br /> <br /> Mr. Frank Lehne, 5466 Foothill Road, property owner in West <br />Pleasanton, stated that over a hundred homeowners and property <br />owners on the Ridgelands have chosen to have one representative to <br />speak for them to save time. He added that they want to become <br />part of Pleasanton rather than of Castro Valley. He indicated <br />that they want the citizens of Pleasanton to realize that the <br />hills are beautiful and need to be cared for, and the only way to <br />do that is to have the property owners on their side and help them <br />to annex to the City. <br /> <br /> At this point, Mr. Mercer returned to Item 8 - MATTERS <br />INITIATED BY COUNCILMEMBERS and asked the Councilmembers if they <br />had any matters for consideration. <br /> <br /> Mr. Tarver stated that he would not be able to attend the <br />next Council meeting because he will be in Tulancingo. <br /> <br /> - 17 - <br /> 4-17-90 <br /> <br /> <br />
