200 <br /> <br /> Mr. Tarver commented that telling the Steering Committee to <br /> consider that four out of five Councilmembers want to annex <br /> directs the Committee to a conclusion. Annexation puts the burden <br /> of service responsibility on the City. <br /> <br /> Mr. Mercer commented that under the mutual aid agreement with <br /> the County, the City already has that service responsibility, <br /> without the benefit of tax revenue. <br /> <br /> Mr. Tarver agreed with Mr. Mercer. He commented that <br /> annexation is the same type of process that would push development <br /> in on an area. <br /> <br /> Mr. Mercer stated that the fact that Ruby Hills is in the <br /> County and would not develop under the City's control means that <br /> the City will not receive any mitigation impact money from the <br /> project if it is approved by the Board of Supervisors. <br /> <br /> Mr. Butler agreed that it would be a waste of time to form <br /> the Steering Committee if the only thing it would consider is the <br /> annexation issue. However, the deliberations of the Committee <br /> will have to be made in the context of at least a majority of the <br /> Council expressing an intent to go ahead with some kind of <br /> annexation. More important and critical is the question of land <br /> use planning, from parklands to no development at all. He pointed <br /> out that no commitments, deals or guarantees have been made to the <br /> property owners. <br /> <br /> Mr. Montgomery stated that the homeowners and property owners <br /> in West Pleasanton have been in the area for a long time and have <br /> seen what Hayward and the County have done over the years. They <br /> have also seen what has been done to Pleasanton and want to be <br /> part of it. <br /> <br /> Mr. Mercer asked Mr. Butler if he had enough direction on the <br /> issues that need to be considered. <br /> <br /> Mr. Butler stated that staff has recommended that the members <br /> of the Steering Committee initially get involved in City meetings <br /> regarding West Pleasanton, particularly the Planning Commission <br /> review of the EIR on April 25th. He suggested that potential <br /> members be notified before April 25th so they can make themselves <br /> available; the formal appointment will take place at the next <br /> Council meeting. He indicated that he had spoken with <br /> Ms. Spraggins, Mr. Lee and Ms. Jocelyn Combs, a member of the <br /> EBRPD Board. The Steering Committee will examine the annexation <br /> question to determine if the scope of the annexation should be <br /> addressed, and if so, the logical time to do it. If the question <br /> of annexation will be further developed, some advice and details <br /> will be necessary before proceeding into other areas of land use <br /> planning. The Committee will also identify questions and <br /> recommendations to be addressed by the overall committee.
