199 <br /> <br /> Mr. Brandes stated that if the Steering Committee's purpose <br />is to decide whether or not the Ridgelands should be annexed to <br />the City, then there would be no need for that committee. He <br />added that he expects the Steering Committee to come up with <br />alternatives and what should happen within the property if it is <br />annexed. He indicated that he was for annexation but did not <br />favor development on the Ridgelands and pointed out Council has <br />not approved any development in the area. <br /> <br /> Ms. Spraggins commented that a certain amount of development <br />would be required in order to justify the annexation into the <br />City. <br /> <br /> Mr. Brandes stated that development was not necessary for <br />annexation. <br /> <br /> Ms. Spraggins pointed out that people would not spend so much <br />for a study if they had no intentions of developing. <br /> <br /> Mr. Mercer stated that the families on the Ridgelands made <br />the Valley long before any of the present residents of Pleasanton <br />came to live in the City, and as heritage families, they deserve <br />to be heard. He mentioned that Castlewood is considering <br />annexation and the Castelwood homeowners agreed to work with City <br />staff and help pay for the study which would determine its <br />feasibility. The same thing happened on the Ridgelands. He told <br />Ms. Spraggins that it would not be right for her to decide not to <br />participate in the Steering Committee if the City does not do what <br />she wanted. <br /> <br /> Ms. Spraggins stated that she did not have to agree with the <br />people who live on the Ridgelands and are not Pleasanton residents <br />who want to exercise their right to request annexation. She said <br />that she would prefer to use her energies to continue her efforts <br />with the SPRC rather than have her energies diffused by working on <br />a separate committee, talking about what could be done to develop <br />the Ridge or make it more feasible so the City can purchase some <br />land for a park. <br /> <br /> Mr. Mercer reiterated that the Steering Committee's purpose <br />is to come up with a listing of all the issues which the City <br />should get information and and study in order to make a better <br />decision. <br /> <br /> Ms. Spraggins stated that the SPRC will meet during the week <br />and discuss participation in the Steering Committee. She will <br />then let Council know its decision. <br /> <br /> Mr. Mercer asked the Councilmembers if there were some issues <br />they would want the Steering Committee to consider. <br /> <br /> - 13 - <br /> 4-17-90 <br /> <br /> <br />
