146 <br /> <br /> Mr. Jack Lavy, one of the property owners at 547 Sycamore <br /> Road, indicated his support for the proposed annexation of the <br /> property from Sunol Boulevard to ~m~er Lane. He pointed out that <br /> annexation does not automatically mean that property owners would <br /> have to develop their property or change their lifestyle. He <br /> stated that rather than having any adverse effect in the area, <br /> annexation would assure a logical and well-planned development. <br /> He urged the Council to consider Option 2, Medium-Density <br /> Residential District zoning, as set forth in the General Plan. <br /> <br /> Mr. John Severini, 2911 Severini Lane in Castro Valley, <br /> representing the property owners at 375 and 387 Sycamore Road, <br /> indicated that the property owners are requesting annexation. <br /> These two properties are surrounded by City property: to the west <br /> is a parcel that has a commercial zoning~ to the east is the <br /> Marshall~s property, which has a PUD approval for four residential <br /> lots~ and to the south is the Mavridis proper~y with ten approved <br /> lots. He added that the General Plan calls for Medium Density on <br /> the two parcels and that both are included in the North Sycamore <br /> Specific Plan (NSSP). He stated that annexation of these two <br /> properties should be considered regardless of the outcome of the <br /> NSSP and the Environmental Impact Report (EIR) for the North <br /> Sycamore area or of the four properties under consideration, <br /> because these would not affect the two properties in any way. He <br /> requested Council to approve Option 2 for the two properties. <br /> <br /> Mr. Gary VanWegen, 488 Sycamore Road, Co-President of Alisal <br /> Improvement Club, stated that a compromise agreed upon for the <br /> NSSP involves the residents~ giving up their street right-of-way <br /> and paying for a street to absorb all new traffic from the large <br /> open spaces in the NSSP and future development to the East, <br /> thereby leaving Sycamore Road as it is. The request of a property <br /> owner to annex his property and those of three others who do not <br /> want to be annexed jeopardizes this compromise. Annexation would <br /> affect the rural environment of Sycamore Road with both density <br /> and traffic. He suggested that the 6.5 acres be added to the <br /> NSSP, as recommended by the Citizens~ Committee, and action be <br /> deferred until the NSSP is completed. <br /> <br /> Mr. Don Temple, 6409 Alisal Road, indicated that he was <br /> opposed to having the annexation at this time. He stated that the <br /> request is premature and includes three properties whose owners <br /> were not consulted. Annexation would impact the lifestyle of the <br /> area. He indicated that he did not oppose the development of <br /> properties in the area, so long as the requirements of Sycamore <br /> Road as set forth in the NSSP have been established. <br /> <br /> Mr. Ronald Guerra, 901 Sycamore Road, stated that he chose to <br /> live in the Happy Valley Loop because it provided the rural <br /> environment he desired. He added that he could not understand why <br /> the School District, which is supported by citizens~ tax dollars, <br /> would be the focal point for the development of the North Sycamore <br /> area. He indicated that he was not opposed to development but <br /> <br /> - 6 - <br /> 3 -6-90 <br /> <br /> <br />
