9 <br /> <br /> Mr. Tarver stated that he felt Council was moving too fast <br />with the prezoning and annexation, given the condition on the PUD <br />that no development on the property would occur until the Vineyard <br />Avenue realignment is completed. He added that because that would <br />require more annexations in that area, he would support the <br />staff's original recommendation that the City have a better plan <br />for the entire area before annexing any separate piece of <br />property. <br /> <br /> Mr. Brandes indicated that the annexation is in line with the <br />study on the Vineyard properties and that the timing is very <br />appropriate and well coordinated with regard to the Vineyard <br />Avenue alignment because it would completely resolve the access to <br />the Shadow Cliffs Regional Park. He stated that he would support <br />both the prezoning and annexation. <br /> <br /> Mr. Butler pointed out that proceeding along with the Shadow <br />Cliffs Regional Park annexation, this property on the north side <br />of Vineyard Avenue would be a very legitimate extension of the <br />City's boundaries. He stated that he did not see any problem on <br />having it proceed apart from the properties on the south side of <br />Vineyard Avenue. <br /> <br /> It was moved by Mr. Brandes, and seconded by Mr. Butler, that <br />Ordinance 1446 be adopted, approving Case RZ-89-16, the <br />application of James and Susan McDowell to prezone approximately <br />4.37 acres located at 2503 Vineyard Avenue to the PUD (Planned <br />Unit Development) - Low Density Residential District, and to adopt <br />Resolution No. 90-04, approving the application by the City of <br />Pleasanton requesting the Local Agency Formation Commission <br />(LAFCO) to take proceedings for the proposed Annexation No. 133 <br />(Graham - 4.4 acres), pursuant to the Cortese-Knox Local <br />Government Reorganization Act of 1985; Resolution No. 90-05, <br />agreeing to the exchange of property tax revenues for Annexation <br />No. 133; and Resolution No. 90-06, initiating prezoning of the <br />property being annexed to the City of Pleasanton under Annexation <br />No. 133 (Graham - 4.4 acres). <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr and Mayor Mercer <br />NOES: Councilmember Tarver <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 6b <br />AP-89-22, Appeal of Terry E.
