CITY COUNCIL COMMITTEE REPORTS
Item 9a
Proposal for a Tri-ValleV Water Recyclinq Demonstration Facility

Mr. Butler stated that the process of reverse osmosis water
treatment is effective but very expensive and that the only point
in building a demonstration facility is to attract some outside
funding where no federal money is available. Additionally, the
City is being asked for a substantial amount for a project from
which the City will not get any benefit. He indicated that he was
not in favor of committing $1.5 Million for this project,
particularly since the City has too many demands on capital money
at this time.

Ms. Mohr asked what action Council needed to take on this
matter.

Mr. Mercer replied that he had received a letter from Mayor
Cathie Brown of Livermore asking the Pleasanton to support
Livermore's reverse osmosis plant for approximately one million
gallons for $1.5 Million.

It was moved by Mr. Butler, and seconded by Ms. Mohr, that a
letter be sent to the Mayor of Livermore thanking her for
Livermore's interest in Valley waste water concerns and indicating
that the Pleasanton Council has determined that the proposal is not
cost-effective for Pleasanton.
The roll call vote was as follows:
AYES: Councilmembers Brandes, Butler, Mohr, Tarvet and Mayor
Mercer
NOES: None
ABSENT: None
ABSTAIN: None

8-21-90
- 24 -
