She added that reducing the waste stream is just as much <br /> a part of recycling as cleaning jars and putting them in garbage <br /> cans. <br /> <br /> Mr. Mercer stated that for 1991, the Alameda County Waste <br /> Management Association will spend $300,000 on recycling education, <br /> $90,000 for education on hazardous waste, and $85,000 for a home <br /> composting education program. He indicated that he would like to <br /> see how the recycling program works in the City before implementing <br /> Zhe additional $1.17 for residential customers. <br /> <br /> <br />
