Mercer indicated that the citizens' committee process will <br />~e the same as all the other citizens' committees that the City has <br />had in the past, with the exception that the recommendations of <br />this committee will go to the vote of the people. It will take <br />effect if the people vote for it; otherwise, the plan would be <br />returned to the citizens' committee for revision. <br /> <br /> Mr. Roush indicated that Section 5. (F) could indicate that if <br />the voters do not ratify the plan, the process would start anew; in <br />the meantime, the property would remain under "Public Health and <br />Safety." <br /> <br /> Ms. Mohr recommended that (F) be modified to state that the <br />City Council will prepare a new recommendation in the manner <br />provided by that section, in case the citizens' committee decided <br />to disband after its work is done and the plan is not ratified. <br />This would keep the committee process going without identifying it <br />~ith a particular group of people. <br /> <br /> Mr. Roush commented that he purposely indicated "~" rather <br />than "the" Ridgelands Review Committee. He added that the language <br />suggested by Ms. Mohr might have an inference that the plan would <br />not go back to a committee. <br /> <br /> Mr. Brandes pointed out that the lower case could be used to <br />clarify the committee's designation. <br /> <br /> Ms. Tarver indicated that he would not support the Initiative <br />because the title is incorrect, the purpose is misstated and <br />misrepresented, and the process is being circumvented in terms of <br />the EIR process and the normal planning process in order to get <br />this Initiative on ballot. <br /> <br /> Mr. Mercer indicated that he could make the same arguments <br />about the SPRC Initiative. <br /> <br /> it was moved by Ms. Mohr, and seconded by Mr. Brandes, that <br />Resolution No. 90-147 be adopted, placing the City <br />Council-sponsored Initiative, as amended, on the November 6, 1990 <br />ballot, as amended. <br />The roll call vote was as follows: <br />~YES: Councilmembers Brandes, 2.Iohr, and Mayor ~.lercer <br />NOES: Councilmember Tarver <br />ABSENT: Councilmember Butler <br />ABSTAIN: None <br /> <br /> <br />
