She pointed -- <br /> out that the proposed Initiative asks for a public vote to create <br /> a Ridgelands Citizens' Committee, the formation of which the City <br /> Council has already authorized. She added that the only purpose of <br /> the proposed Initiative is to defeat the Save Pleasanton Ridgelands <br /> Committee (SPRC) Initiative by portraying the SPRC backers as <br /> opponents of the Citizens' Committee. <br /> <br /> Mr. Brandes commented that he disagreed with most of the <br /> statements made by Ms. Dennis and that the proposed Initiative was <br /> prepared at the request of the Council and not of Mr. Mercer alone. <br /> <br /> Mr. Mercer responded to several of Ms. Dennis' remarks. He <br /> indicated that he was not opposed to the Initiative process and <br /> that he, in fact, supported a citizens' Initiative against a <br /> Council-approved housing project in Ms. Dennis' neighborhood. He <br /> pointed out that the Initiative was prepared by the City Attorney, <br /> who had replaced the "Study Area" designation to "Public Health and <br /> Safety." He emphasized that the issue at hand is not zoning but <br /> process. He stated that the SPRC Initiative was formulated by a <br /> small group which determined what should be on the Ridge, based on <br /> what it wanted. The proposed Initiative would take the matter out <br /> of the Council~s hands and have the citizens' committee decide on <br /> it. He reiterated that he would support whatever that citizens' <br /> committee would recommend. <br /> <br /> Ms. Angela Yen, 3603 Portsmouth Court, indicated her support <br /> for Ms. Dennis' statements and stated that the SPRC Initiative is <br /> for the benefit of Pleasanton citizens. <br /> <br /> Mr. Lyman Higgins, 2171 Goldcrest Circle, stated that it would <br /> not be logical for the City to annex an area twice its size <br /> because of the City's limited supply of water and sewer services as <br /> well as police, fire and school resources. He mentioned that <br /> unlike the SPRC Initiative, the proposed Initiative has no <br /> demonstrated voters' support from Pleasanton citizens. <br /> <br /> Ms. Elaine Tolari, 9550 Santos Ranch Road, President of West <br /> Pleasanton Home and Property Owners Association, stated that her <br /> family lives on the Ridge and identifies with th~ City of <br /> Pleasanton. She pointed out that as citizens of a democratic <br /> society and as landowners, the Ridgelands property owners have <br /> rights which are not recognized by the SPRC, which wants to pass an <br /> Initiative deciding what to do with the owners' land before it is <br /> even annexed into Pleasanton. She indicated that the SPRC <br /> Initiative was unfair because it would allow only two of the over <br /> 100 landowners to build a house on their properties, and if an <br /> existing house is destroyed, it cannot be rebuilt.
