387 <br /> <br />4. Revise portions of Section 5. Implementation to read: <br /> a) "A .... the Ridgelands Review Committee is to complete its <br /> work..." <br /> b) "B. The City Council shall comment on the report and then <br /> forward it to the Planning Commission for review." <br /> c) "C. The Planning Commission shall recommend appropriate <br /> actions with respect to the Ridgelands based upon the <br /> report of the Ridgelands Review Committee." <br /> d) "D. The City Council shall then place the RRC plan on the <br /> next ballot for ratification by a vote of the citizens of <br /> Pleasanton." <br /> e) "E. Following voter action the City Council shall <br /> initiate the required actions to implement the <br /> recommendations." <br /> <br /> Mr. Brandes expressed concern that as approved by the Mayor, <br />the Planning Commission or the City Council would not be able to <br />modify, adjust, or make recommendations to the citizens' committee <br />plan. <br /> <br /> Mr. Mercer reiterated that he would personally support the <br />recommendations of the citizens' committee but that he could not <br />oblige the other Councilmembers to do the same. <br /> <br /> Mr. Butler commented that one of the amendments made by Mr. <br />Mercer indicates that only the Planning Commission can make <br />appropriate recommendations based on the committee report. He <br />pointed out that there has to be a Council action to put the <br />recommendations on the ballot. <br /> <br /> Ms. Mohr stated that a General Plan amendment would have to <br />meet some technical legalities. After the report is reviewed by <br />the Planning Commission, the Council will have to frame the <br />language of the Initiative to go on the ballot. <br /> <br /> Mr. Mercer asked Mr. Roush what would happen if the Initiative <br />does not pass. <br /> <br /> Mr. Butler inquired what would happen if both Initiatives <br />fail. <br /> <br /> Mr. Tarver asked what would happen if the Initiative passes <br />and the people vote against the citizens' plan. <br /> <br /> Mr. Roush replied that by operation of law, if the Initiative <br />passes but the citizens' committee plan fails, the land would stay <br />in "Public Health and Safety" until it is changed by another <br />Initiative, unless the Initiative provides otherwise. <br /> <br /> 7-23-90 <br /> <br /> - 11 - <br /> <br /> <br />
