386 <br /> <br /> Mr. Swift explained that if a property is annexed without <br /> being prezoned any particular classification~ then that property <br /> becomes a study district, and the Code directs the City to take it <br /> out of study district and place a zoning designation on it within <br /> four months. <br /> <br /> Mr. Tarver inquired if there were anything in the proposed <br /> Initiative that could not be enacted by the Council should it <br /> choose to do so. <br /> <br /> Mr. Roush said no. <br /> <br /> Mr. Brandes indicated that he would support placing the <br /> Initiative on the ballot because it would protect the Ridgelands. <br /> He added that the landowners would not annex if the SPRC Initiative <br /> passes, which would give the citizens of Pleasanton no control over <br /> the Ridgelands. <br /> <br /> Mr. Butler commented that the supporters of the SPRC <br /> Initiative continually mention that the SPRC Initiative does not do <br /> anything permanent or different than the proposed Initiative. He <br /> pointed out that the real difference between the two is that the <br /> SPRC Initiative completely bypasses the citizens' committee process <br /> and any normal planning process the City goes through. The Council <br /> Initiative guarantees that the planning process will be followed. <br /> <br /> Mr. Mercer suggested the following changes in the language of <br /> the proposed Initiative: <br /> 1. Replace the paragraph under Section 1. Declaration of Purpose <br /> with the following: "The purpose of this measure is: <br /> (a) to guarantee that Pleasanton residents decide the future <br /> of the Ridgelands; <br /> (b) to create accessible, usable and permanent open space; <br /> (c) to guarantee a vote of the citizens on the development of <br /> the Ridge, if any; and <br /> (d) to continue the excellent planning process which has <br /> involved hundreds of residents over the last 15 years." <br /> 2. On Section 2. Findings: <br /> a) Revise A. to read: "...recommend to the City Council <br /> preferred land uses, infrastructure needs, lands to be <br /> preserved and financing methods in open space for all <br /> areas within the boundaries .... " <br /> b) Add: "E. The Citizens' General Review Process has <br /> involved citizens in guiding the development of th~ <br /> community and should continue." <br /> 3. Amend the titles of Section 3. and Section 4. to read Existing <br /> Pleasanton General Plan Policies Regarding the Ridgelands and <br /> General Plan Amendments Regarding the Ridgelands. <br /> <br /> 7-23-90 <br /> <br /> - 10 - <br /> <br /> <br />
