356 <br /> <br /> which would be more of a highlight than an illumination feature of <br /> the building. <br /> <br /> There being no further testimony, Mr. Mercer declared the <br /> public hearing closed. <br /> <br /> It was moved by Mr. Brandes, and seconded by Ms. Mohr, that <br /> Resolution No. 90-135 be adopted, indicating that PUD-80-15-7D, the <br /> application of Pleasant Village Associates/Bakers Square Restaurant <br /> for design review approval to construct a 5,415 square foot sit- <br /> down restaurant located on an approximately 33,230 square foot site <br /> located at 6770 Santa Rita Road in the area generally located on <br /> the southeast corner of Santa Rita Road and Pimlico Drive (Pleasant <br /> Village Center), forms part of the Measure "X" Negative <br /> Declaration. <br /> The roll call vote was as follows: <br /> AYES: Councilmember Brandes, Butler, Mohr, Tarver and Mayor <br /> Mercer <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Mr. Brandes stated that he supported staff recommendations and <br /> the Planning Commission recommendations, including the potential <br /> signage problem. <br /> <br /> Mr. Butler suggested the neon lighting be reviewed after the <br /> building has been completed, and Council could then determine if <br /> some portion of that lighting posed a problem. The developer would <br /> have the option at this time not to install the portion of the <br /> lighting that faces the houses to the rear of the building. <br /> <br /> Mr. Tarver concurred with Mr. Butler. He indicated that he <br /> would prefer that Condition No. 8 be modified to indicate that the <br /> building permits would be issued not only upon the commencement of <br /> the construction of Hacienda Drive/I-580 Interchange but also after <br /> it has been approved and cleared for use. <br /> <br /> Ms. Mohr inquired if "construction" included all the <br /> preliminary work, like grading and dirt ramp. <br /> <br /> Mr. Swift explained that this condition was originally <br /> conceived and applied to the project prior to the Council's review <br /> of the annual traffic counts, at which time staff asked Council to <br /> allow the Hacienda Interchange to be used for all subsequent <br /> traffic studies.
