324 <br /> <br /> Ms. Virginia McCullough, Sunol, congratulated the SPRC for <br /> coming up with an Initiative to go on the ballot in November. <br /> <br /> Mr. Frank Mew, Castro Valley, property owner in the <br /> Ridgelands, stated that Ridgeland owners want to be annexed to <br /> Pleasanton because the planning that has taken place in Pleasanton <br /> over the past 20 years has been excellent and that the quality of <br /> living in Pleasanton is better than in most other California <br /> cities. He indicated that he would like to be part of Pleasanton <br /> and commented that the citizens of Pleasanton have all the <br /> information to study the advantages and problems of annexing the <br /> Ridgelands and to make a fair and reasonable decision. <br /> <br /> Mr. Dean Schenone, 5682 San Luis Court in Hayward, stated that <br /> the County recently approved the application for 960 units on 720 <br /> acres at Rancho Palomares, as well as an application for 1,900 <br /> units on 950 acres at Palomares Estates, and it is now considering <br /> Ruby Hill near Pleasanton. He said that it would be more logical <br /> for Pleasanton to control the Ridgelands because Pleasanton is more <br /> discriminating in its decision making and planning process. He <br /> indicated his support for the Council's Initiative. <br /> <br /> Mr. Joseph Madden, 1544 Santa Rita Road, stated that the <br /> General Plan indicated that the planning area encompassing the <br /> Pleasanton Ridgelands will be studied specifically with respect to <br /> open space or development prior to annexation. He commented that <br /> the rush concerning decisions on the Ridgelands denied the citizens <br /> the opportunity to study the different aspects of the issue. <br /> <br /> Ms. Mary Jean Poulton, 25710 Palomares Road in Castro Valley, <br /> expressed concern about the extension of Pleasanton's sphere-of- <br /> influence. She stated that any development on the west side of the <br /> Ridge would include basic development procedures which would affect <br /> the water levels in the walls up and down the canyon. <br /> Additionally, the proposed parkland and residential development <br /> would increase the traffic in Castro Valley. She commented that <br /> the traffic should be directed towards Pleasanton by building roads <br /> through the properties that are requesting annexation into <br /> Pleasanton. With regard to water, fire and police protection, she <br /> pointed out that services on the west side of the Ridge will never <br /> be as good as that on the east side because of the physical barrier <br /> of the Ridge. She concluded that none of the residents in the area <br /> feel any sense of community or connection to Pleasanton <br /> geographically, historically or economically. <br /> <br /> Ms. Terry Spraggins, 7024 Corte del Oro, stated that the <br /> Ridgelands are an asset that will continue to add value to the <br /> community and that any substantial development in the area will <br /> damage the natural buffer zone between urbanization and the Amador <br /> Valley and divide the continuous wild life habitat.
