313 <br /> <br /> Mr. Tarver expressed concern about making a commitment to <br />have 587 units built over three years, based on an allocation <br />scheme. He indicated that problems would be encountered regarding <br />infrastructure, sewer and other services. <br /> <br /> Mr. Brandes commented that the system dealt effectively and <br />appropriately with growth management from 1991 to 1993 and allowed <br />for better planning of schools, parks and other services that <br />would be needed. <br /> <br /> Mr. Ron Archer, 4123 Mohr Avenue, commented that Mr. William <br />Day accepts the concept of attaching capital improvements to the <br />project but not the contribution of $138,000 for the project. He <br />indicated that the City's intent appears to be to finance capital <br />improvement at $2,000 per unit, as in the case of Presley Homes <br />and A-M Homes. However, Mr. Day's project will cost about $6,000 <br />per unit. He added that Mr. Day has helped the City through the <br />purchase of the Ward property, which would eliminate the garbage <br />dump for the extension of Vineyard Avenue. <br /> <br /> Mr. Brandes inquired if $138,000 would be acceptable if <br />Council approved the project. <br /> <br /> Mr. William Day replied that if Council decided that the <br />amount was fair, he would go along with Council's decision. He <br />pointed out, however, that he would want to be treated on the same <br />basis as the other applicants. <br /> <br /> Mr. Mercer inquired if Mr. Day would have to pay for whatever <br />it would cost to improve the street across the project. <br /> <br /> Mr. Swift replied that the estimate of $138,000 for the <br />street improvements was based on the cost of constructing the <br />improvements, with an asphalt curb rather than a full curb and <br />gutter for the median as well as landscaping, comparable to what <br />has been done elsewhere in the City. <br /> <br /> Mr. Brandes indicated that the specific amount could be <br />indicated to avoid having an open-ended commitment. <br /> <br /> Ms. Mohr stated that with the realignment of Vineyard Avenue, <br />the City, in effect, gave the project an extra acre of developable <br />land. She explained that the dollar amount is an approximation of <br />what it would cost if the project had to go to bid. The fact that <br />the applicant would have his crew work on the site would provide <br />cost savings to him which would reflect in a benefit to the City. <br /> <br /> Mr. Brandes commented that the project would also benefit <br />from the median because this would create a major roadway to get <br />to the property. <br /> <br /> - 3 - <br /> 6-25-90 <br /> <br /> <br />
