314

Mr. Day stated that his project would also contribute $2,300
per unit for the Bonde reservoir and $1,600 per unit for Bernal
Avenue improvements.

Mr. Mercer asked staff if the project was being assessed an
additional amount of $3,900 per unit.

Mr. Swift replied that the Bernal Avenue improvements
assessment was part of an overall reimbursement agreement. He
explained that most of the projects would pay a considerable
amount in addition to what is part of their conditions of
approval. The standard conditions of approval include the payment
for all reimbursement agreements. The Presley project will pay
for the water line put in by the Canyon Meadows development on
Dublin Canyon Road, and the Summerhill project will have the
on-going NPID assessments.

Mr. Martha Buxton, Bren Company, 6601 Owens Drive, indicated
that the Staff Report did not indicate that Bren Company would be
contributing $100,000 to the affordable housing fund. She added
that while the company will not be required to pay NPID
assessments or for the Stoneridge Drive Specific Plan
improvements, it would reimburse all the improvements in the area
that were put in by other projects. She then inquired if the
reimbursement allowed for conversion of Church lands to
residential would apply if the lands were changed to retail or
commercial.

Ms. Marian Britbart, Alameda Company Administrator's Office,
inquired if it would be possible to delay the payment of the
Specific Plan fees for the 26 affordable units until the final
phase of the residential development.

Mr. Brandes replied that there would be no problem with
that.

Mr. Butler indicated that he had no problem with the growth
management allocations but that it should be recognized that with
the current guidelines, there would be only from 100 to 150 units
available for next year.

Ms. Mohr answered that the Subcommittee was aware of that and
decided that Council could remove any of the allocations if it
wanted to reduce the total count.

Mr. Butler stated that he had considered that and added that
reducing the allocations for Summerhill, which was the only
project that was significantly over 50 units per year, would not
change the total counts for 1992.

- 4 -
6-25-90
