306 <br /> <br />Schedule of Public Hearings <br /> <br /> Mr. Tarver inquired if there were some way that the public <br />hearings could be structured so that neither the Planning <br />Commission nor the City Council would have to meet till the late <br />hours. <br /> <br /> Mr. Mercer stated that there is an ordinance that at <br />11:30 p.m., a Councilmember must make a motion to continue the <br />meeting. He added that meetings could start earlier or be held <br />more often. <br /> <br /> Mr. Brandes stated that the people who speak at the public <br />hearings could be limited to five minutes. <br /> <br /> Mr. Mercer indicated that it would be difficult to tell <br />people to limit what they have to say when they come only once in <br />a while. He stated that the Planning Commission continues some of <br />its public hearings because it does not have enough information to <br />make a decision, which then causes a big backlog which all come <br />back at the same time. <br /> <br /> Mr. Brandes suggested that when the Planning Commission is <br />unable to decide on an issue, it could send the item to the City <br />Council without a decision and Council can address the matter. <br /> <br /> Mr. Tarver commented that it is difficult to review the <br />materials of many public hearing items in three days. <br /> <br /> Ms. Acosta stated that staff tries to keep the Agenda under <br />control as much as it can. <br /> <br /> Mr. Mercer commended staff for the work it has done on the <br />various reports. <br /> <br />Bernal Avenue Sidewalk <br /> <br /> Mr. Tarver inquired if there were plans to install a sidewalk <br />on both sides of Bernal Avenue as it approaches the hilltop for <br />those who stroll or walk their dogs. <br /> <br /> Mr. Mercer commented that something should be planned, even <br />on a temporary basis, to keep the people out of the street. <br /> <br />Ms. Acosta replied that staff would look into the matter. <br /> <br />Re-pavinq of Basketball Court at Tawny Park <br /> <br /> Mr. Mercer informed staff that the basketball court at Tawny <br />Park on Vineyard Avenue needs to re-paving. <br /> <br />- 30 - <br /> <br />6-19-90 <br /> <br /> <br />
