306 Schedule of Public Hearings Mr. Tarver inquired if there were some way that the public hearings could be structured so that neither the Planning Commission nor the City Council would have to meet till the late hours. Mr. Mercer stated that there is an ordinance that at 11:30 p.m., a Councilmember must make a motion to continue the meeting. He added that meetings could start earlier or be held more often. Mr. Brandes stated that the people who speak at the public hearings could be limited to five minutes. Mr. Mercer indicated that it would be difficult to tell people to limit what they have to say when they come only once in a while. He stated that the Planning Commission continues some of its public hearings because it does not have enough information to make a decision, which then causes a big backlog which all come back at the same time. Mr. Brandes suggested that when the Planning Commission is unable to decide on an issue, it could send the item to the City Council without a decision and Council can address the matter. Mr. Tarver commented that it is difficult to review the materials of many public hearing items in three days. Ms. Acosta stated that staff tries to keep the Agenda under control as much as it can. Mr. Mercer commended staff for the work it has done on the various reports. Bernal Avenue Sidewalk Mr. Tarver inquired if there were plans to install a sidewalk on both sides of Bernal Avenue as it approaches the hilltop for those who stroll or walk their dogs. Mr. Mercer commented that something should be planned, even on a temporary basis, to keep the people out of the street. Ms. Acosta replied that staff would look into the matter. Re-pavinq of Basketball Court at Tawny Park Mr. Mercer informed staff that the basketball court at Tawny Park on Vineyard Avenue needs to re-paving. - 30 - 6-19-90
