287 <br /> <br />TJKM to install a stop sign and a crossing guard instead of a <br />traffic signal at the intersection of Highland Oaks and Foothill <br />Road. He pointed out that it would be dangerous to put a stop <br />sign on a curve of that magnitude because cars would still speed <br />around that point. On the other hand, an additional traffic light <br />in the area would help meter the traffic by preventing cars from <br />running at 50 or 60 miles per hour. He inquired why the Study <br />proposed a stop sign instead of a light. <br /> <br />Mr. Mercer referred the question to Mr. Swift. <br /> <br /> Mr. Swift replied that staff's review of the traffic <br />situation had indicated that neither a traffic signal or a four- <br />way stop sign was warranted. The recommendation made was for a <br />potential crossing guard at that location once the houses are <br />occupied and school children cross at that location to get to <br />Lydiksen School. <br /> <br /> Mr. Hempy stated that Highland Oaks is right across the <br />street from Lydiksen School, and it would be logical for children <br />to cross there rather than at West Las Positas. <br /> <br /> Ms. Margaret Tracy, representing the Board of Directors of <br />Preserve Area Ridgelands Committee (PARC), indicated her support <br />for the staff recommendation to deny the cancellation of the <br />Williamson Act and the development plan as premature. She stated <br />that it would not be possible to make a legal finding that there <br />is no proximate land available for the purpose proposed for the <br />contracted land. She added that the cancellation of the <br />Williamson Act would be subject to legal challenge by PARC. <br /> <br /> Ms. Ann Fabian, 7467 Alder Court, stated that the people she <br />had spoken to in her neighborhood and at Highland Oaks are opposed <br />to having houses built on the west side of Foothill Road. <br /> <br /> Mr. David Melander, 7988 Limewood Court, stated that although <br />A-M Homes has taken the neighbors' concerns into account, the <br />problems regarding the geologic conditions, wild life and noise <br />still remain. He suggested that if the project is approved, the <br />height of the houses next to Foothill Road should be limited to 28 <br />feet to avoid a massive appearance at road level. He added that <br />he was opposed to the widening of Foothill Road and recommended <br />that the water tank for the homes be located where it will not be <br />visible from the floor. <br /> <br /> Mr. Greg Evans, 5610 Paseo Navarro, stated that he was <br />opposed to the project and any other project on Foothill Road and <br />the ridgelands as well as to the cancellation of the Williamson <br />Act. He added that an earthquake fault ran through the property <br />and that there were other geologic hazards which were brought up <br />at the Planning Commission meeting. <br /> <br />- 11 - <br /> <br />6-19-90 <br /> <br /> <br />
