286 <br /> <br />Presley, Moller, Hempy, Garms, Lemoine and Yee properties are all <br />zoned as Low Density Residential in the General Plan and that <br />these properties are being developed in a coordinated fashion, <br />addressing a number of issues including the consolidation of <br />driveways, Foothill Road alignment and configuration, the Foothill <br />Road design guidelines and water system improvements to serve the <br />area on a unified basis. He pointed out that it would not be <br />logical to leave a ll8-acre gap in this development process and <br />that it would defeat the goal of contiguous development if the <br />Garms property were developed in four years. <br /> <br /> Mr. Brandes stated that he was concerned about maintaining <br />the rural aesthetic character of the area and the development of a <br />four-lane road on Foothill Road. He inquired what the project's <br />responsibility and obligations are in relation to the development <br />of Foothill Road. <br /> <br /> Mr. Delva stated that the project's obligation would be to <br />construct the improvements, including the median, along the <br />frontage and a section of the water line within Foothill Road that <br />does not provide a complete loop. <br /> <br />Mr. Mercer asked how many trees would be removed. <br /> <br /> Mr. Delva replied that the total number of trees to be <br />removed would be less than ten, most of which would be smaller <br />trees in the upper lots. One diseased tree at the southern edge <br />of the property will also be removed, as recommended by the Tree <br />Report. <br /> <br /> Mr. Brandes inquired what geological work would be done on <br />the individual lots. <br /> <br /> Mr. Delva answered that the project's geotechnical <br />consultants have indicated that the soil in general is very stable <br />and would be able to support the foundations. He added that an <br />individual soils investigation would be done on each lot and that <br />some minor slide repairs would have to be done on some lots. <br /> <br /> Mr. Mercer inquired if the trees that are removed would be <br />replaced. <br /> <br /> Mr. Delva said yes. He explained that live oaks of up to ten <br />inches in diameter would be transplanted from the upper ridges of <br />the property to the areas along Foothill Road, and these will be <br />supplemented with additional 15 gallon and 24 inch box trees along <br />the lower section of of the ridge. That would provide some <br />variety and ensure the viability of the trees. <br /> <br /> Mr. Fred Hempy, owner of the property contiguous to the <br />project, stated that the developers of A-M Homes made a good over- <br />all design to combine his steep driveway with that of the project <br />in order to eliminate a dangerous situation. He then indicated <br />his opposition to the recommendation in the Traffic Study done by <br /> <br />- 10 - <br /> <br />6-19-90 <br /> <br /> <br />
