263 <br /> <br /> Mr. Brandes inquired if problems which come up will be <br />mitigated as each individual site is developed. <br /> <br /> Mr. Justiniano said yes and added that they will be on the <br />site doing full time inspection during grading operations. <br /> <br /> Mr. Mercer inquired if these mitigations will be done <br />according to the recommendations of the City's consultants. <br /> <br /> Mr. Justiniano said yes. <br /> <br /> Mr. Tarver asked Mr. Justiniano if he reviewed the records of <br />the development that was approved on the upper slope and if <br />adequate geotechnical studies were done for that <br />development. <br /> <br /> Mr. Justiniano stated that he has spent a great amount of <br />time dealing with distressed properties, 50% of which were in <br />similar situations. He explained that since geotechnical <br />engineering had not fully developed prior to the 1970's, a lot of <br />hillside construction at that time have experienced landslides. <br /> <br /> Ms. Mohr inquired if there were plans to correct any gravel <br />layers which may be discovered to prevent similar problems from <br />recurring. <br /> <br /> Mr. Justiniano explained that the geology of the hillside is <br />quite consistent. He stated that no fill will be placed in the <br />middle portion of the hill where the houses will go and that the <br />retaining walls will have drains behind then to intercept and <br />divert any water that may come from any gravel layers in the <br />hillside. <br /> <br /> Mr. Butler stated that it was his understanding that if water <br />is encountered during the grading process, an engineering design <br />would be developed for appropriate subsoil drains. He asked if <br />these drains were planned to go across the top and between the <br />houses. <br /> <br /> Mr. Justiniano replied that there is a surface water drainage <br />plan for the area above the houses and a subsurface plan below the <br />driveway. He added that the downspouts would be connected to the <br />pipelines. <br /> <br /> Mr. Butler recommended that Condition No. 15e [14e, as <br />adopted] be reworded to indicate that the conditions stated will <br />apply if a potential water base strata is found during grading or <br />construction. <br /> <br /> Mr. Gordon stated that that was acceptable to him. <br /> <br /> - 9 - <br /> 6-5-90 <br /> <br /> <br />
