PUBLIC HEARINGS <br />Item 6a <br />AP-90-4, Michael Gordon, Appeal of a Decision of the Planning <br />Commission Denying Approval of Case PUD-90-2, the Application for <br />Planned Development Rezoning and Development Plan Approval for a <br />Five-lot Residential PUD, Including the Development of Four New <br />Single-Family Residences, on a Hilly Two-Acre Site Containing One <br />Single-Family Residence Located at 445 Kottinger Drive <br /> <br />Consider Adoption of a Negative Declaration <br /> <br /> Mr. Swift presented his report (SR 90:227) regarding the <br />matter. <br /> <br /> Mr. Mercer declared the public hearing open on the <br />application. <br /> <br /> Mr. Michael Gordon, applicant, introduced Mr. Michael <br />O'Callaghan, General Contractor, Mr. David Baun, Regional Manager <br />of Tensar Corporation, Mr. Charles Huff, Project Architect, Mr. <br />Ron Archer, Civil Engineer, and Mr. Henry Justiniano, Geotechnical <br />Consultant. Mr. Gordon stated that following the recommendations <br />of the Planning Commission, the staff and the neighbors a year <br />ago, the project had been redesigned. The houses have been moved <br />back with up to 149 feet separating the proposed homes from those <br />across the street. A landscape buffer was created between the <br />existing and proposed homes between Kottinger Drive and the inside <br />roadway. Floor plans 2 and 3 have been redesigned, leaving only <br />the master bedroom on the upper floor with the rest of the living <br />area in the main floor, thereby pushing the homes back. He added <br />that the height, separation and Floor Area Ratio (FAR) conform to <br />the <br />R-1-6,500 zoning. With respect to the soil, he stated that five <br />soils report were made, two of which were done by City-hired <br />engineers. He requested Council to approve his application. <br /> <br /> Mr. Brandes asked Mr. Gordon if he concurred with the <br />conditions recommended by the Planning staff. <br /> <br /> Mr. Gordon said that he did. He inquired if Condition No. 24 <br />applies to all hillside developments or if it was something <br />specific to his project. <br /> <br /> Mr. Swift replied that it is common to all hillside <br />projects. <br /> <br /> - 5 - <br /> 6-5-90 <br /> <br /> <br />
