273

Mr. Tarver stated that it has been the practice in the past
that a project on the Approved Projects List would be one that is
under construction and has all the necessary approvals for use
when built. He inquired if the Hacienda Drive/I-580 Interchange
falls under this category.

Mr. Elliott replied that in the past, projects are put on the
approved list once these are put out to contract. He explained
that the Hacienda Drive/I-580 Interchange was put on the list
because a number of intersections are dependent on its approval.
He indicated that the contract for the project is ready to be
awarded, that negotiations are being made with adjacent cities
regarding the alignment at the end of the road and that no
problems with approval or construction are anticipated
'

Ms. Mohr asked Mr. Elliott what he meant by "alignment."

Mr. Elliott explained that the project requires a two-lane
road from Tassajara Road to Hopyard Road, some parts of which
already exist. The negotiations are to determine what to do with
the existing roads that could be affected by the alignment.

Ms. Acosta explained that the City of Dublin has adopted a
plan line based on which way the road is anticipated to go.
Discussions are currently taking place between Alameda County and
Dublin, and there will be a meeting on June 15th which will
include Pleasanton. Although changes can take place until a
formal agreement is signed, things look positive at this time.

Mr. Tarver inquired if the D and E level intersections were
affected by the changes in the AM peak hour trip generation rate
per 1,000 sq. ft. and the distribution of 90 percent in and 10
percent out.

Mr. van Gelder replied that while the changes had an effect
on all the intersections, the impact was insignificant.

Mr. Tarver inquired why the Santa Rita Road/Valley Avenue
intersection was listed on page 3 under both the D and E
categories in the PM peak with two different readings of 0.88 and
0.93.

Mr. van Gelder replied that the difference is due to some
redistribution changes that were made in the initial TJKM report,
which was done with 80-20 distribution instead of 90-10. The
published document is currently 0.88 in the PM peak for the Santa
Rita Road/Valley Avenue intersection, putting it at Level Service
D, as approved and redistributed with Hacienda Drive.

- 19 -
6-5-90
