228 <br /> 11. REPORTS OF BOARDS AND COMMISSIONS <br /> <br /> No reports of the Boards or Commissions were presented at <br /> this meeting. <br /> <br /> 12. REPORTS OF THE CITY MANAGER <br /> Item 12a <br /> Appointment of an Advisory Board for the Downtown Pleasanton <br /> Business Improvement District <br /> <br /> Ms. Rossi presented her report (SR 90:179) regarding the <br /> matter. <br /> <br /> Mr. Bob Cordtz, 262 West Angela, stated that Chapter 3 of the <br /> Parking and Business Improvement Area Law of 1989 indicates that a <br /> lot of responsibilities would be required of the Advisory Board <br /> which he felt the present Pleasanton Downtown Association Board of <br /> Directors would be unable to undertake. He added that based on <br /> the By-Laws, some things relating to the Board of Directors' <br /> elections were done incorrectly, like the tabulation and <br /> certification of the votes by a City official. Directors must <br /> likewise be in good standing to vote, and some have not paid their <br /> dues and assessments. <br /> <br /> Mr. Mercer asked staff if this matter needed to be decided on <br /> at this time. <br /> <br /> Ms. Acosta replied that staff wants to make sure that the <br /> public hearing takes place in time for the normal processing of <br /> business license applications, because the fee would be attached <br /> to the bills when these are sent out. She added that the report <br /> could be brought back at the same time that the public hearing is <br /> held. <br /> <br /> Mr. Mercer commented that Mr. Cordtz' questions could not be <br /> answered at this time. He suggested that the item be continued to <br /> the next Council meeting and that staff meet with Mr. Cordtz and <br /> some representatives from the Downtown Association to answer Mr. <br /> Cordtz' questions, and then come up with a report for the next <br /> meeting. <br /> <br /> Item 12b <br /> Transmittal of Audit of Financial Transactions and Manaqement <br /> Letter for Fiscal Year 1988-89, and Appointment of a Financial <br /> Committee <br /> <br /> Ms. Rossi presented her report (SR 90:183) regarding the <br /> matter. <br /> <br /> Mr. Brandes indicated that he had some question he would like <br /> to pursue and volunteered to be the Council's representative to <br /> the Financial Committee. <br /> <br /> - 16 - <br /> 5-1-90 <br /> <br /> <br />
