REPORTS OF THE CITY MANAGER Item 12a Appointment of an Advisory Board for the Downtown Pleasanton Business Improvement District Ms. Rossi presented her report (SR 90:179) regarding the matter. Mr. Bob Cordtz, 262 West Angela, stated that Chapter 3 of the Parking and Business Improvement Area Law of 1989 indicates that a lot of responsibilities would be required of the Advisory Board which he felt the present Pleasanton Downtown Association Board of Directors would be unable to undertake. He added that based on the By-Laws, some things relating to the Board of Directors' elections were done incorrectly, like the tabulation and certification of the votes by a City official. Directors must likewise be in good standing to vote, and some have not paid their dues and assessments. Mr. Mercer asked staff if this matter needed to be decided on at this time. Ms. Acosta replied that staff wants to make sure that the public hearing takes place in time for the normal processing of business license applications, because the fee would be attached to the bills when these are sent out. She added that the report could be brought back at the same time that the public hearing is held. Mr. Mercer commented that Mr. Cordtz' questions could not be answered at this time. He suggested that the item be continued to the next Council meeting and that staff meet with Mr. Cordtz and some representatives from the Downtown Association to answer Mr. Cordtz' questions, and then come up with a report for the next meeting. Item 12b Transmittal of Audit of Financial Transactions and Manaqement Letter for Fiscal Year 1988-89, and Appointment of a Financial Committee Ms. Rossi presented her report (SR 90:183) regarding the matter. Mr. Brandes indicated that he had some question he would like to pursue and volunteered to be the Council's representative to the Financial Committee. - 16 - 5-1-90
