MEETING OPEN TO THE PUBLIC Exemption from Ordinance No. 846 for Pleasanton Downtown Association Activities on December 22, 1990 Ms. Pat Lane, Executive Director of the Pleasanton Downtown Association, 603 Main Street, handed the Councilmembers a copy of the Robert C. Philcox Memorial Horse Traffic Ordinance (Ordinance No. 846) and requested an exemption from this ordinance for the Pleasanton Downtown Association's "A Storybook Christmas" carriage rides on Saturday, December 22, 1990. She stated that the Association has filed all appropriate insurance forms and route maps with the Pleasanton Police Department and has taken the means to keep the horses from littering the street. Mr. Mercer indicated that since this matter is not on the Agenda, and the next Council meeting will not be until after December 22nd, Council would have to make a determination that this is a matter which arose after the agenda was posted in order to add it to the Agenda before the Council can take action on it. - 4 - 12-11-90
