170 12. REPORTS OF THE CITY MANAGER Item 12a Options for Pursuinq the Application to LAFCO for West Pleasanton Sphere-of-Influence Mr. Swift presented his report (SR 90:492) regarding the matter. Mr. Frank Brandes, 6889 Corte Sonada, expressed his support for staff's recommendation to leave the current application in place and wait for the outcome of LAFCO's hearing on the matter, which has been scheduled for January 17th. In this way, Pleasanton would be in a better position to respond to any potential concerns LAFCO may have regarding the viability of the revised sphere of influence. He added that the Pleasanton Ridgelands Committee (PRC) should continue its work in the meantime since this was mandated by the voters in Measure M. Mr. Butler pointed out that two things have taken place since Hayward voted to oppose deannexation of land within Pleasanton's proposed Sphere-of-Influence expansion area: (1) A large group of citizens has indicated a desire to be appointed to the PRC; and (2) No basis for mandating a change was discussed in the analysis prepared by LAFCO's staff. He agreed that the PRC should continue its work and keep faith with the voters. It was moved by Mr. Tarver, and seconded by Ms. Scribner, that Resolution No. 90-239 be adopted, approving Option 1, to leave Pleasanton's application for the West Pleasanton's Sphere-of- Influence in place, to wait for the outcome of LAFCO's scheduled hearing on January 17th to consider Pleasanton's request and to allow the Pleasanton Ridgelands Committee to continue its work, all as set forth in the Staff Report.
