157 <br /> <br /> Mr. Earl Augusta, 3363 Stanley Boulevard, indicated that he <br />was in favor of the project. He stated that the project is unique <br />and would be a benefit to the City. <br /> <br /> Mr. Stanley Rathbone, 325 Ray Street, commented that the <br />project is too dense and would result in traffic problems as well <br />as smog. <br /> <br /> Mr. Charles Doda, 7983 Applewood Court, stated that he was <br />distressed over the number of units but not opposed to the project. <br />He suggested that the deed provide that the units are to be owner- <br />occupied and may not be turned into rental units. <br /> <br /> Mr. Callahan commented that with respect to the traffic, the <br />total trips to be generated during the morning and afternoon peak <br />hours would be about 10% of the previously proposed retail- <br />commercial project. He added that all the moderate-income units <br />would have a restriction that they are to be owner-occupied and <br />that the rental unit above the garage for the lower-income units <br />would be part of the single-family owner-occupied main residence. <br /> <br /> Ms. Scribner inquired if the in-law units would be rented only <br />as lower/moderate-income units. <br /> <br /> Mr. Callahan replied that there would be a restriction to that <br />effect, in perpetuity, applicable to each of the 46 lots. <br /> <br /> Mr. Tarver asked Mr. Callahan if he had spoken to <br />representatives of the School District regarding the impact of the <br />project. <br /> <br /> Mr. Callahan said no but indicated that the project had <br />conditions that addressed the project's impact on schools. <br /> <br /> Mr. Swift stated that the representatives of the School <br />District commented on the General Plan change and indicated that <br />they would like to be kept abreast of any changes that might be <br />made. He added that the children who would be living in the <br />projects would be going either to Alisal Elementary School or <br />Valley View Elementary School. <br /> <br /> Mr. Tarver inquired what the levels of service are at the <br />intersection of Bernal Avenue and Stanley Boulevard, going towards <br />Livermore. <br /> <br /> Mr. Callahan replied that in the afternoon peak hour, the <br />northbound- and southbound-travelling straight-through leg of the <br />intersection are at Level of Service A.
