149 <br /> <br />Item 6c2 and Item 6c3 <br />AP-90-14 (Z-90-74), Citv Councili UP-90-5, Chevron U.S.A., Appeal <br />of the Decisions of the Desiqn Review Board and the Planninq <br />Commission to Approve the Applicationsby Chevron U.S.A. for Desiqn <br />Review Approval (Z-90-74) and Conditional Use Permit Approval <br />(UP-90-5) to Replace a Full-Service Automobile and Repair Station <br />with a 24-Hour Self-Service Gasoline Station, a 920 Square Foot <br />Convenience Market, and an Automatic Drive-Throuqh Car Wash with <br />Blower Dryer on an Approximately 24,543 Square Foot Site Located at <br />5280 Hopyard Road <br /> <br />Consider Adoption of a Neqative Declaration <br /> <br /> Mr. Swift presented his report (SR 90:484) regarding the <br />matter. <br /> <br /> Mr. Mercer declared the public hearing open on the <br />application. <br /> <br /> Mr. Mike Purcell, representing Chevron U.S.A., stated that the <br />project will serve the needs of the community and motorists passing <br />through Pleasanton for the next ten to fifteen years. He pointed <br />out that the initial facility was built to serve a volume of about <br />2,000 gallons a day and that the station now serves a volume of <br />about 8,000 gallons daily. He explained that the company would <br />like to improve its site circulation to accommodate traffic <br />movement off of Hopyard Road while providing convenience food items <br />and a car wash. He added that the design would save some of the <br />redwood trees and preserve the landscaping. He offered to answer <br />any questions on the project. <br /> <br /> Ms. Mohr asked Mr. Purcell how the project would address a <br />potential traffic conflict that could result from motorists who <br />only want to go to the convenience store and those who are trying <br />to get into or out of the service station. <br /> <br /> Mr. Purcell replied that the minimart being proposed will sell <br />only quick-stop items like soda and gum. He indicated that the <br />company projects that only about three to six percent of customers <br />will be coming in solely to purchase convenience store items. <br /> <br /> Mr. Mercer commented that motorists who do not want to have <br />their car washed would probably go out through the 27-foot driveway <br />on Owens Drive rather than go around to Hopyard Road. He asked Mr. <br />Purcell if he has considered widening the 27-foot driveway to <br />accommodate this. <br /> <br /> - 11 - <br /> 12-11-90 <br /> <br /> <br />
