101

n. Adoption of Ordinance No. 1489, approving Case PUD-90-10,
the application of Joseph W. Callahan, Jr., for PUD
Rezoning and Development Plan Approval for 24 townhomes
to be constructed on an approximately 1.8 acre site
located at 600 Palomino Drive.

The roll call vote was as follows:
AYES: Councilmembers Brandes, Butler, Mohr, Tarver and Mayor
Mercer
NOES: None
ABSENT: None
ABSTAIN: None

5. MEETING OPEN TO THE PUBLIC

Ms. Becky Dennis, 838 Gray Fox Circle, congratulated the newly
elected officials and wished them good luck in resolving the issues
raised during the campaign period.

Ms. Emily Wagner, 520 Rowell Lane, stated that at the last
Pleasanton Ridgelands Committee (PRC) meeting, a proposal to
request the Council to reopen participation on the PRC to
Pleasanton residents was approved by the majority of the PRC
members for two reasons: (1) During the campaign period,
Pleasanton residents who were interested in participating in the
PRC were disappointed that the Committee had already been formed
and that they would not be able to vote on the policy
recommendations and the final report. (2) Pleasanton citizens will
vote on the plan and land use policies recommended for the
Ridgelands by the PRC. At that time, the Committee would like the
citizens to focus on the plan rather than on the validity of the
process that has already been resolved in the November 1990
election. She explained that participation in the PRC would be
reopened only to Pleasanton residents, since Ridgeland property
owners as well as Sunol, Castro Valley, Palomares and Eden Canyon
residents are adequately represented. She added that the new
members would be required in December to attend a session on
consensus building to be conducted by City staff and the PRC
consultant, as well as a meeting on the current status of the PRC
discussions to be conducted by the Subcommittee Chairpeople. The
regular PRC meetings would then resume in January 1991.

Mr. Brandes inquired if those members who missed too many
meetings would need to reapply.

Ms. Wagner replied that the PRC has a rule that those members
who miss more than three meetings would no longer be active
members, thereby losing their voting rights. She stated that the
Committee voted to adhere to that rule and that new Committee

- 3 -
11-20-90
