119

The roll call vote was as follows:
AYES: Councilmembers Brandes, Butler, Mohr, and Mayor Mercer
NOES: Councilmember Tarver
ABSENT: None
ABSTAIN: None

Mr. Butler commented that he could not see how expensive, low-
density homes can be sold next to the freeway or how the property
can be developed without grading. He indicated his support for the
General Plan Amendment.

Ms. Mohr stated that she supported the Canyon Meadows project
because it seemed logical that the strip of land existing between
Dublin Canyon Road and the freeway be used for higher density
homes. She added that she was not in favor of the prior request
for high density because of the configuration of the project. She
pointed out that while Council generally objects to regrading, this
would be the only way to make the land usable. She indicated that
she would support the General Plan Amendment.

Mr. Tarver stated that he disagreed with Mr. Butler regarding
low-density development next to the freeway. He commented that the
purpose of the proposed grading and berming is to shield another
mistake, Canyon Meadows. He suggested that rather than have
piecemeal General Plan Amendments along the corridor, Council
should consider the area as a whole. He indicated that he would
not support the General Plan Amendment.

Mr. Brandes stated that the project's location would help
mitigate Canyon Meadows and provide some mixed housing that would
be an advantage to the community. He indicated his support for the
General Plan change.

It was moved by Mr. Butler, and seconded by Ms. Mohr, that
Resolution No. 90-217 be adopted, determining that the General Plan
Amendment is consistent with the goals and policies of the General
Plan, and approving AP-90-15, the application of Jeannette
Westbrook/S & S Properties for a General Plan Amendment to
redesignate nine acres of a 14 acre site located at 10890 Dublin
Canyon Road from Low Density Residential To Medium Density
Residential, as set forth in the Staff Report.
The roll call vote was as follows:
AYES: Councilmembers Brandes, Butler, Mohr and Mayor Mercer
NOES: Councilmember Tarver
ABSENT: None
ABSTAIN: None

- 21 -
11-20-90
