6] <br /> <br />mentioned that he then called the Police Department and Fire <br />Department to put barriers around the holes and to cover the <br />manholes. He added that he informed staff on Monday morning to <br />look into the matter and asked Mr. Elliott what had been done about <br />the situation. <br /> <br /> Mr. Elliott replied that the open holes and the storm drain <br />manholes were covered on Monday and that the stock pile was <br />scheduled to be cleaned up on Tuesday. <br /> <br /> Ms. Fabry stated that the holes for the trees up Division <br />Street had barriers around them, but those down the street did not. <br />She inquired why there were only 15 holes for trees when 30 trees <br />are supposed to be planted, and whyno trees would be put in on the <br />upper end of Railroad Avenue and Spring Street. <br /> <br /> Mr. Elliott replied that some of the holes for the trees, <br />including those on upper Railroad Avenue and Spring Street still <br />need to be cut in. He added that he had anticipated that the <br />neighbors would come to the Council meeting and so he requested the <br />contractor to attend the meeting to respond to the neighbors' <br />complaints. He introduced Ms. Karen Shankman, the daughter of Mr. <br />Don Redgewick, the contractor. Ms. Shankman is directly connected <br />with the firm. <br /> <br /> Ms. Karen Shankman, resident of Castro Valley with business <br />address in Hayward, indicated that she was aware that the <br />subcontractor would be working on Saturday to expedite the project. <br />She explained that one of the most difficult construction projects <br />is a reconstruction job that allows traffic to go through the <br />project. She added that construction is a hazardous business and <br />that conditions will always be hazardous until the project is <br />completed. She stated that there were barricades in the project <br />site and signs posted at all the entrances to the site so people <br />would take extra care when they travelled through the streets. She <br />said that the concrete work would be completed by Wednesday, the <br />corrective work to be done in the sewer and drainage lines as well <br />as the finished grading would take a few days, and the asphalt work <br />would start toward the end of the coming week. <br /> <br /> Mr. Mercer stated that the something should be done to <br /> alleviate the problems because children do not pay attention to <br /> signs and barricades, and there were safety hazards in the site on <br /> which the children could hurt themselves. <br /> <br /> Ms. Birdie Bianchi, 4329 Railroad Avenue, stated that she had <br /> to climb over the frame to get out of her house. <br /> <br /> Mr. Mercer commented that Ms. Shankman had a point that <br /> reconstruction is a difficult job.
