6O

Mr. Mercer replied that the rules of the Council allow
discussion on any item on the Agenda.

Santa Rita Road Interchanqe/Pimlico Drive

Mr. James Miller, 3633 Camelot Court, stated that it was his
understanding that the Santa Rita Road Interchange would be
completed before any construction was started on the Hacienda Drive
Interchange. He requested that the land negotiations with
McDonald's Corporation be expedited so that the Santa Rita Road
Interchange is completed before the Hacienda Drive Interchange. He
then commented that trucks and trailers, as well as cars with fixed
signs advertising the various businesses in the Plaza, continue to
park on both sides of Pimlico Drive, regardless of the "No Parking"
signs there. He also proposed that McDonald's Restaurant be
required to install a stop sign at its exit when the restaurant is
relocated.

Mr. Mercer requested Mr. Elliott to look into the parking
problem on Pimlico Drive and asked that the Code Enforcement
Officer check on any sign violations in the area.

Valley Support Services (VASS) ProSect

Ms. Renee DuBois expressed her gratitude to the Council, on
behalf of Valley Support Services (VASS), a support program of Bay
Area Community Services (BACS), for the City's $100,000
contribution towards the purchase of a six-unit apartment complex
on Railroad Avenue to provide permanent low-income housing for
adults with mental disabilities. She informed the Council that she
had just received notification that a federal grant of $309,000
from the McKinney Act Fund had been approved and that work on the
property will begin in December.

Ms. Joyce Plis, VASS Board Member, thanked the Council for its
support of the project.

Railroad Avenue, Spring Street and Division Street Construction

Ms. Johanna Fabry, 171 Division Street, thanked Mr. Mercer for
coming down on Sunday to look at the construction situation on
Railroad Avenue, Spring Street and Division Street. She handed the
Councilmembers some pictures of the construction site.

Mr. Mercer explained that he received a call to look at the
site and that he came out on Sunday night. He stated that concrete
had been poured Friday and Saturday and that a lot of safety
hazards were left unattended by the contractor, including open
holes with no barricades and uncovered storm drain manholes.
