7] <br /> <br />Project and the Fertile Crescent Study is completed. <br /> <br /> Mr. Mercer told Ms. Storch that her concern about the <br />project's trail access has been resolved by the developer and EBRPD <br />and City staff. <br /> <br /> Mr. Tarver indicated that he was not in favor of the project <br />because of its density and its inconsistency with the General Plan <br />and because it is located in a dangerous site. <br /> <br /> Mr. Butler stated that he did not have the opportunity to vote <br />on the project at the last meeting. He mentioned that the plan is <br />good and that he had been in favor of the project from the start. <br />However, he believed that improvements to Vineyard Avenue are <br />absolutely essential, and therefore, he would not vote for the <br />project unless it were conditioned on having the Vineyard Avenue <br />improvements done at least simultaneously. <br /> <br /> It was moved by Mr. Brandes, and seconded by Ms. Mohr, that <br />Ordinance No. 1486 be adopted, approving the application of James <br />and Susan McDowell for development plan approval to construct a <br />nine-parcel, single-family residential project on an approximately <br />3.75-acre site located at 2503 Vineyard Avenue, as filed under Case <br />PUD-90-3, as set forth in the Staff Report. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mohr, and Mayor Mercer <br />NOES: Councilmembers Butler and Tarver <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 10c and Item 10d were considered at the same time. <br /> <br />Item 10c <br />GP-90-4: Adoption of Housinq Element, Application of the City of <br />Pleasanton to Amend the Housinq Element of the General Plan to <br />Include New Low-Income Housinq Fees, Reqional Housinq Share <br />Allocations, and Other Policy and Proqram Revisions <br /> <br />Item 10d <br />Adoption of the Lower-Income Housinq Fee <br /> <br /> Mr. Swift presented his reports (SR 90:417 and SR 90:414) <br />regarding the matters. <br /> <br /> Mr. Douglas Mueller, representing Bren Company, 6601 Owens <br />Drive, stated that he spoke at the last meeting regarding the <br />affordable housing fee structure and his concern about unfairly <br />penalizing Bren Company's project, whose total contributions would <br />amount to almost $500,000 with the new low-income housing fee. He <br />requested that the housing fees which had been exacted of the Bren <br /> <br /> 10-16-90 <br /> - 15 - <br /> <br /> <br />
