67

Item 8c
Appointment to the Park and Recreation Commission

It was moved by Mr. Brandes, and seconded by Ms. Mohr, that
Resolution No. 90-193 be adopted, appointing Ms. Trish Maas as a
Regular Member of the Park and Recreation Commission and Mr. Dennis
Winslow as an Alternate Member of the Park and Recreation
Commission.
The roll call vote was as follows:
AYES: Councilmembers Brandes, Butler, Mohr, Tarver and Mayor
Mercer
NOES: None
ABSENT: None
ABSTAIN: None

Item 8d
Appointment to the Planninq Commission

Mr. Brandes requested that Ms. Emily Wagner be considered for
the position of Planning Commissioner. He stated that Ms. Wagner
was a qualified person with an outstanding record of involvement
with the City and that there have been very positive comments on
her as one of the chairpersons of the Ridgelands Citizens'
Committee.

Mr. Mercer stated that he was aware of Ms. Wagner's
involvement with the Ridgelands Committee. He indicated that after
he interviewed all the applicants, he felt that Mar. Robert Wright
had the qualities for the Planning Commission seat and thus
recommended him for the position.

Mr. Tarver commented that at one Council meeting in the past,
the issue of whether or not the Mayor should appoint Commissioners
was discussed, and Council voted in favor of that. He pointed out
that Council cannot judge the candidates without having the
opportunity of interviewing them, and consequently, Councilmembers
would just have to support the Mayor's recommendation unless there
was something unfavorable a Councilmember knew about the candidate.
He indicated that he had discussed Mr. Wright's qualifications with
other people and that he had submitted his comments to the Mayor.

Ms. Mohr concurred with Mr. Tarver's comments. She stated
that at the time that the City began to vote for its Mayor, she had
expressed the opinion that the Council choose to continue full
Council interviews of Commission candidates, the reason being that
without the interview process, it becomes easy for Councilmembers
to lose touch with who the Commissioners are. She added that she
would concur with any Councilmember who would want to share in that
responsibility.

10-16-90
- 11 -
