54 <br /> <br /> Ms. Mohr inquired if a speed study could be done in front of <br /> Amador High School and on Vineyard Avenue between First Avenue and <br /> Bernal Avenue, where cars seldom observe the 25 miles per hour <br /> speed limit. <br /> <br /> Mr. Elliott replied that he would look into the matter. <br /> <br /> Item 12c <br /> Approval of the Contract with the Affordable Housinq Consultant, <br /> The John Stewart Compan~ <br /> <br /> Mr. Bocian presented his report (SR 90:389) regarding the <br /> matter. <br /> <br /> Mr. Brandes stated that the contract clearly indicates that <br /> the consultant would coordinate the development of an affordable <br /> housing project in the City-owned property south of Case Avenue. <br /> He pointed out that the project would include not only the cost of <br /> the consultant but also additional staff time and tentative <br /> drawings. He proposed that the City first go through the process <br /> of putting the development of an affordable housing project on the <br /> ballot, like it did for the Senior Housing Project, before spending <br /> $100,000 for consultation services. <br /> <br /> Ms. Mohr inquired if there were any validity to the question <br /> of having the matter go on the ballot and what its parameters were. <br /> <br /> Mr. Roush answered that if public funds would be used to build <br /> the low-income project, it would have to go to the vote of the <br /> people. However, the only thing required to go to the vote would <br /> be the number of units, although more specific information can be <br /> provided if Council so desires. <br /> <br /> Mar. Mercer stated that the type of project and the number of <br /> units cannot be determined without a consultant. <br /> <br /> Mr. Tarver commented that people cannot vote on a project that <br /> does not exist. <br /> <br /> It was moved by Mr. Tarver, and seconded by Ms. Mohr, to <br /> approve the contract with the Affordable Housing Consultant, The <br /> John Stewart Company, as set forth in the Staff Report. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Mohr, Tarvet and Mayor Mercer <br /> NOES: Councilmember Brandes <br /> ABSENT: Councilmember Butler <br /> ABSTAIN: None <br /> <br /> 10-2-90 <br /> - 26 - <br /> <br /> <br />
