121 <br /> <br /> It was moved by Ms. Scribner, and seconded by Ms. Mohr, to <br />continue the public hearing on Case PUD-90-18, the application of <br />Shapell Industries of Northern California for rezoning to the PUD <br />(Planned Unit Development) - MDR (Medium Density Residential), LDR <br />(Low Density Residential), and RDR (Rural Density Residential) <br />Districts, for PUD development plan approval, and for Land <br />Conservation Contract (Williamson Act) cancellation to allow the <br />construction of 113 new single-family residential units (in <br />addition to the Bonde residence) on an approximately 104 acre site <br />located on the northerly and southerly sides of Bernal Avenue, <br />approximately 2,250 feet southeasterly of Sunol Boulevard, to the <br />May 7, 1991 City Council Meeting, to allow the developer and the <br />neighbors to meet and resolve some of the issues regarding the <br />project. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Scribner and Mayor Mercer <br />NOES: Councilmember Tarver <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Mr. Mercer then requested those in the audience who wanted to <br />speak and would not be able to attend the meeting in May to come <br />forward. <br /> <br /> Mr. Don Temple, Alisal Improvement Association, stated that <br />the developer and the Planning Staff did a good job at addressing <br />the issues on the project. He noted that residents were opposed to <br />Ventana Hills at the time of its development, and now the residents <br />of Ventana Hills are causing the same problems for another <br />development. He pointed out that a comprehensive traffic plan for <br />circulation and control is needed for the entire southeast area and <br />that if the Bonde project is not allowed to open a north-south <br />road, the only access out of the Valley would be through the North <br />Sycamore Plan area. He indicated that the entire area should share <br />in the distribution of traffic and requested Council not to <br />disregard the last opportunity in the area to divert traffic and to <br />consider the concerns of the entire area rather than just that of <br />the adjoining developments. <br /> <br /> Blaise Lofland, 1039 Nelson Court, disagreed with Mr. Temple <br />and indicated that F Street should not be a collector road. <br /> <br /> Mr. David Glenn, a resident of Foothill Road, read a statement <br />from Ms. Becky Dennis, PARC Board Member, who was unable to attend <br />the meeting. Ms. Dennis requested the Council to deny the <br />cancellation of the Williamson Act contract, the certification of <br />the EIR, and the PUD rezoning because the project is not in the <br />public interest.
