89 <br /> <br /> Ms. Scribner commented that Staff is requesting the removal of <br />the condition that no building would be permitted if mandatory <br />water rationing is put in place. <br /> <br /> Mr. Swift indicated that that was a requirement of the <br />Planning Commission. He explained that Staff believes that the <br />Council should address the issue of whether or not new construction <br />will be able to take out building permits during periods of <br />mandatory water rationing, as part of the City's water rationing <br />plan rather than as a project specific condition. <br /> <br /> Ms. Scribner inquired if the double piping system has been <br />considered by the City for its water supply. <br /> <br /> Mr. Elliott said yes. He stated that recycled water will be <br />used for the landscaping at the Stoneridge Drive and Hacienda Drive <br />Interchanges. <br /> <br /> Mr. Butler commented that the applicant indicated that it may <br />be desirable to have custom homes larger than 4,500 square feet; <br />however, there should be some limitation in the row of lots closest <br />to Foothill Road. He added that it would be more appropriate to <br />have the Design Review Board consider the grading conditions. <br /> <br /> Mr. Mercer indicated that he would be voting in opposition to <br />the project because he is not in favor of having multiple units on <br />Foothill Road, whether or not these units are visible from the <br />road. <br /> <br /> It was moved by Mr. Butler, and seconded by Ms. Mohr, that <br />Ordinance No. 1503 be introduced, to be read by title only and <br />waiving further reading thereof, approving PUD-90-19, the <br />application of Moller Properties for development plan approval to <br />construct a total of 99 residential units on a 198 acre site, <br />generally located to the west/northwest of the Foothill Road/ <br />Muirwood Drive street intersection, as set forth in Concept A of <br />the Staff Report, subject to the condition that Condition No. 35f, <br />relating to a moratorium on building construction in the event of <br />water rationing, and Condition No. 56, relating to the extension of <br />"C" Court, be deleted and that Condition Nos. 2i and 21 be amended <br />to read as follows: "Grading shall be minimized and contoured to <br />reflect the natural hillside terrain. Finished cut and fill site <br />work shall me minimized as much as possible and completed in a <br />manner that complements the surrounding primary topography. The <br />existing grade elevation shall be maintained at property lines. <br />Except beneath the dwelling unit and driveway or as necessary to <br />establish an adequate front yard space, there shall be no grade <br />changes in excess of three (3) feet from the contours shown on the <br />final map improvement plan for each lot.
