57 <br /> <br /> It was moved by Ms. Mohr, and seconded by Ms. Scribner, that <br />Resolution No. 91-29 be adopted, amending Resolution No. 77-123, <br />concerning establishing fees and charges for various municipal <br />services of the City of Pleasanton, to provide for increases in <br />water rates and charges for 1991 and 1992, as described in <br />Exhibit A of the Staff Report; approving Alternative 4 to encourage <br />immediate drought conservation; and authorizing the Director of <br />Finance to temporarily advance funds to the Water M & O Fund to <br />meet cash flow requirements and to create a separate Water Capital <br />Replacement Fund and retitle the existing Water Capital Improvement <br />Fund to the Water Expansion Fund, as set forth in the Staff Report. <br />The roll call vote was as follows: <br />AYES: Councilmembers Mohr, Scribner, Tarver and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Butler <br />ABSTAIN: None <br /> <br /> It was then moved by Ms. Mohr, and seconded by Ms. Scribner, <br />that Resolution No. 91-30 be adopted, approving the Administrative <br />Policy statement regarding Water Rates and Charges, as follows: <br />(1) The City shall operate the Water Utility on an enterprise <br />basis, whereby' the costs of service are borne entirely by the <br />users; (2) The City shall maintain adequate reserves in the Water <br />Maintenance and Operations (M & O) Fund to meet cash flow <br />requirements and contingencies; (3) The City shall perform a water <br />rate studyat least bi-annually which determines water rates based <br />on a cost of service analysis; (4) The water raterstructure shall <br />be designed to provide a balance between revenue stability and <br />water conservation; (5) Water rates shall be set at a level to meet <br />debt service requirements and to provide adequate annual capital <br />replacement accruals; (6) The City shall establish and maintain a <br />separate Water Expansion Improvement Fund and a Water Capital <br />Replacement Fund; (7) The Water Expansion Fund shall be funded <br />primarily by connection fees, and will provide for future expansion <br />of the water system; (8) The Water Capital Replacement Fund shall <br />be funded primarily by replacement accruals charged to existing <br />users through the water rate structure; (9) To construct <br />replacement and expansion facilities, the City may utilize other <br />financing alternatives such as debt financing, and seek other <br />funding sources such as development exactions; and (10) In addition <br />to the specific financial policies stated above, the Water <br />enterprise funds are subject to the "Financial Policies of the City <br />of Pleasanton" which were adopted by Resolution No. 90-131. <br />The roll call vote was as follows: <br />AYES: Councilmembers Mohr, Scribner, Tarvet and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Butler <br />ABSTAIN: None <br /> <br /> - 7 - <br /> 3-5-91 <br /> <br /> <br />
