Good management decisions have generated a substantial <br />amount of sales tax for Pleasanton, and it would not be right to <br />give that money now to other cities that were unable to generate it <br />because of poor management. (2) Election versus appointed special <br />interest people. It is important that all the members of the Board <br />are elected by the people because good government should involve <br />the community. He pointed out that the officials of Bay Vision <br />2020 would have more authority than any single Congress member in <br />the Bay Area without being responsible to any one person. (3) Lack <br />of definition of a regional issue, which could include any issue <br />the Board wishes. (4) The creation of a land use planning agency <br />the size of nine Bay Area counties. <br /> <br /> Mr. Tarver concurred with Mr. Mercer and stated that the City <br />needs to be proactive in forming a regional government rather than <br />wait for someone else to do it. He suggested that the letter to <br />ABAG incorporate a suggestion that ABAG put together a body like <br />Bay Vision 2020 to work on a regional plan that would address some <br />of the concerns expressed and would be agreed upon by all the <br />cities involved. <br /> <br /> It was moved by Mr. Butler, and seconded by Mr. Tarver, that <br />Council conceptually support the idea of regional approaches and <br />solutions to Bay Area issues, including the formation of a regional <br />government, and send the proposed letter to Bay Vision 2020 <br />indicating Council's support for regional government as well as its <br />concern regarding the structure of the plan, as set forth in the <br />Staff Report. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />13.
