REPORTS OF THE CITY MANAGER <br /> Item 12a <br /> Bay Vision 2020 (SR 9Z:62) <br /> <br /> Mr. Frank Brandes, 6889 Corte Sonada, expressed concern about <br /> the effect Bay Vision 2020 may have on the community. He pointed <br /> out that Bay Vision 2020 is not a representative government and has <br /> no recourse for the citizens of the community. <br /> <br /> Mr. James Zuchelli, 847 Rose Avenue, stated that Bay Vision <br /> 2020 represents an assault on the civil rights of California voters <br /> because it calls for the creation of an appointed government with <br /> no control from the voting public. He encouraged the <br /> Councilmembers to be cautious in their dealings with Bay Vision <br /> 2020 and to remember that they are in office to serve the needs of <br /> the residents of Pleasanton rather than those of the regional <br /> government. <br /> <br /> Mr. Butler commented that the Staff Report has raised some <br /> very valid issues, particularly the establishment of an appointed <br /> governmental body and the poor definition of crucial items in the <br /> plan, such as authority and how it is to be used, and appeals. <br /> <br /> Mr. Tarver agreed with Mr. Butler and added that the letter <br /> addresses all the issues that need to be clarified. He pointed out <br /> that regional government will happen in the future and that it <br /> would be better to work with the agencies to come up with a plan <br /> rather than have those agencies impose their plans on the cities. <br /> <br /> Ms. Mohr commented that the Bay Vision 2020 plan does not. <br /> indicate where its authority stops in terms of individual cities' <br /> land use designations. She added that Pleasanton has always <br /> acknowledged that there are issues, such as transportation, that <br /> need sub-regional and regional planning. However, Bay Vision 2020 <br /> takes away local power and leaves cities with no right of-appeal. <br /> <br /> Ms. Scribner stated that cities should have a hand in the <br /> formation of regional government, which will happen in the future. <br /> She expressed concern about the absence of elected officials in Bay <br /> Vision 2020 and pointed out that some members should be directly <br /> elected to that board to establish accountability to the voting <br /> public. She added that Council has the obligation to educate the <br /> public on the value of regional planning as a means of realizing <br /> mutual goals. <br /> <br /> Mr. Mercer stated that regional government will happen and <br /> that he is not opposed to it; however, it should be a government <br /> with elected members who would be responsible to the community.
