12. REPORTS OF THE CITY MANAGER <br />Item 12a <br />Approval of a Residential RecVclinq Incentive Proqram <br /> <br /> Mr. Steve Bocian presented his report (SR 91:12) regarding the <br />matter. <br /> <br /> Mr. Stanley Rathbone, 325 Ray Street, stated that he should <br />not pay for a 90-gallon can when he puts out only 30 gallons of <br />trash. <br /> <br /> Mr. Mercer explained that the incentive program provides that <br />a resident who takes down to the recycling center a total of 75 <br />pounds of materials to be recycled over a three-month period would <br />receive the value of the materials in addition to a credit of $3.51 <br />for the quarter. <br /> <br /> Mr. Butler stated that the residents are not required to <br />change to the 90-gallon can and that the $1.17 surcharge for <br />recycling is independent of the size of the garbage can. <br /> <br /> Mr. Rathbone commented that he has been recycling for the past <br />60 years and inquired if he could be exempted from the surcharge if <br />he took care of his own trash. <br /> <br /> Mr. Mercer replied that the ordinance indicates that every -- <br />resident should have garbage service. <br /> <br /> Ms. Angie Summers, 4750 Sutter Gate Avenue, indicated that she <br />has been recycling and would not want to pay for extra containers <br />that she would not use. She inquired if the $1.17 surcharge is in <br />lieu of curbside recycling. <br /> <br /> Mr. Mercer replied that the typical resident would throw <br />everything in the garbage and the transfer station would pick out <br />what could be recycled. The incentive program was put together by <br />the staff and the garbage company for those residents who already <br />recycle. <br /> <br /> Mr. William Moss, 3460 Virgil Circle, Chairperson for the <br />Salvation Army in Dublin and Pleasanton, Executive Director for <br />United Hands and President of United Hands Environmental Center, <br />stated that the City's recycling program only benefits Pleasanton <br />Garbage Service. He commented that this is not fair to the other <br />recycling centers in Pleasanton which could provide the same <br />incentive as that offered by the garbage company to the residents <br />who recycle. The other recycling centers could provide the <br />residents with a receipt indicating that they have brought in 75 <br />pounds and which would entitle them to the same discount on their <br /> <br /> - 6 - <br /> 1-8-91 <br /> <br /> <br />
